Accordingly, the draft Resolution amending and supplementing a number of articles of the 2013 Constitution is as follows:
1. Amend and supplement Article 9 as follows:
Article 9
1. The Vietnam Fatherland Front (VFF) is an organization of political alliances, voluntary unions of political organizations, socio-political organizations, social organizations and outstanding individuals in all classes, social classes, ethnic groups, religions, and overseas Vietnamese.
The Vietnam Fatherland Front is a part of the political system of the Socialist Republic of Vietnam, led by the Communist Party of Vietnam; is the political basis of the people's government; gather and promote the strength of great unity of the whole nation; expressing the will, aspirations and promoting the people's ownership; representing and protecting the legitimate and legitimate rights and interests of the people; implementing democracy, strengthening social consensus; social supervision and criticism; reflect people's opinions and recommendations to state agencies; participate in building the Party, the State and the people's external activities, contributing to building and defending the Fatherland.
2. Vietnam Trade Union, Vietnam Farmers Association, Ho Chi Minh Communist Youth Union, Vietnam Women's Union, Vietnam Veterans Association are socio -political organizations under Vietnam Fatherland Front, established on the basis be organized and unified activities in the Vietnam Fatherland Front; Together with other member organizations of the Democratic Commercial Union, coordinating and unifying actions under the chairmanship of the Vietnam Fatherland Front.
3. Vietnam Fatherland Front, member organizations of the Front and other social organizations operating within the framework of the Constitution and the Law, the Charter of the Vietnam Fatherland Front, the charter of each organization. The State creates conditions for Vietnam Fatherland Front, member organizations of the Front and other social organizations to operate. ”.
2. Amend and supplement Article 10 as follows:
Article 10
The Vietnamese Trade Union is the socio -political organization of the working class and the employees, under the Vietnam Fatherland Front; representing, taking care of and protecting legitimate and legitimate rights and interests for trade union members and workers; is the representative of workers at the national level in labor relations and international relations on trade unions; participate in state management, socio -economic management; participate in inspection, inspection and supervision of activities of state agencies, organizations, units and enterprises on issues related to the rights and obligations of workers; propagate and mobilize workers to study, improve their qualifications, professional skills, observe laws, build and defend the Fatherland. ”.
3. Amend and supplement Clause 1, Article 84 as follows:

The President, the Standing Committee of the National Assembly, the Ethnic Council, the National Assembly's Committee, the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, the Central Committee of Vietnam Fatherland Front have the right to submit to the Law on the National Assembly, and submit it to the Standing Committee of the National Assembly Standing Committee."
4. Amend and supplement Article 110 as follows:
Article 110
1. Administrative units of the Socialist Republic of Vietnam include provinces, centrally run cities and administrative units under provinces and centrally run cities.
2. A special administrative - economic unit established by the National Assembly.
3. The determination of types of administrative units under provinces and centrally run cities and the order and procedures for establishing, dissolving, merging, dividing administrative units, adjusting the administrative unit boundaries shall be prescribed by the National Assembly.
5. Amend and supplement Clause 2, Article 111 as follows:
2. Local government includes People's Councils and People's Committees organized in administrative units in accordance with the characteristics of rural, urban, island and special administrative - economic units prescribed by the National Assembly."
6. Amend and supplement Clause 2, Article 112 as follows:
2. The tasks and powers of local governments are determined on the basis of the division of authority between state agencies at the central and local levels and of local governments at each level.
7. Amend and supplement Clause 1, Article 114 as follows:
"1. The People's Committee is elected by the People's Council of the same level as the executive agency of the People's Council, the local administrative agency in the locality, responsible to the People's Council and the superior state administrative agency."
8. Amend and supplement Clause 2, Article 115 as follows:
"2. The People's Council delegates have the right to question the Chairman of the People's Committee, other members of the People's Committee and the head of the agency of the People's Committee.
It is expected that this Resolution will take effect from July 1, 2025 after being approved.
From the effective date of this Resolution, the operation of district-level administrative units nationwide will end.
When consolidating the organizational structure of the agencies after the arrangement of administrative units and ending the activities of the district -level administrative units in 2025, they did not conduct the election of the titles of the President, Vice Chairman of the People's Council, the heads of the People's Councils, the President, Vice Chairman, the People's Committee member at the administrative unit formed after the arrangement; Do not elect the head of the delegation, Deputy Head of the National Assembly delegation of provinces and cities directly under the Central Government formed after arrangement.
Based on the notice of the competent authority to manage officials, the Standing Committee of the National Assembly appoints the Chairman, Vice Chairman of the People's Council, the heads of the People's Councils, the heads of the delegation, the Deputy Head of the National Assembly delegation of the provinces and cities directly under the Central Government formed after the arrangement;
The Prime Minister appoints the Chairman and Vice Chairman of the People's Committee of the provinces and cities directly under the Central Government to form after arranging; The Standing Committee of the provincial People's Council appoints members of the People's Committee of the provinces and cities directly under the Central Government formed after arranging and appointing the Chairman, Vice Chairman of the People's Council, Heads of the People's Councils, Chairman and Vice Chairman of the People's Committee of the commune -level administrative unit formed after arrangement; The Standing Committee of the commune -level People's Council appoints members of the People's Committee of the commune -level administrative unit to form after arrangement. In special cases, it is allowed to appoint personnel not to be a representative of the People's Council holding the leaders of the provincial and commune People's Councils to form after arranging.
