Standing Deputy Prime Minister Nguyen Hoa Binh signed the Prime Minister's decisions approving the results of the election of the Vice Chairman of the People's Committees of Thai Nguyen and Lao Cai provinces.
In Decision No. 415/QD-TTg, the Prime Minister approved the election results for the position of Vice Chairman of Thai Nguyen Provincial People's Committee for the 2021-2026 term for Mr. Duong Van Luong - Member of the Provincial Party Committee Executive Committee, Secretary of the Party Committee of Phan Dinh Phung ward.
Mr. Duong Van Luong was born in 1974, Kinh ethnicity, native of Phu Binh commune, Thai Nguyen province, permanently residing in Phan Dinh Phung ward, Thai Nguyen province. He has a high-level political theory level and is a Master of Economic Management.
Before being elected as Vice Chairman of Thai Nguyen Provincial People's Committee for the 2021-2026 term, Mr. Duong Van Luong held many positions such as: Deputy Director of the Provincial Department of Agriculture and Rural Development, Vice Chairman of Dinh Hoa District People's Committee, Chief of Office of Thai Nguyen Provincial Party Committee; Vice Chairman of Thai Nguyen Provincial People's Committee (from April 2019 to April 2022) and Secretary of Thai Nguyen City Party Committee (from May 2022 to June 2025).
After arranging administrative units and implementing the 2-level local government model (July 2025), Mr. Duong Van Luong holds the position of Secretary of the Party Committee of Phan Dinh Phung ward, Thai Nguyen province.
In Decision No. 419/QD-TTg, the Prime Minister approved the election results for the position of Vice Chairman of Lao Cai Provincial People's Committee for the 2021-2026 term for Mr. Phan Trung Ba - Member of the Provincial Party Committee Executive Committee, Deputy Head of the Lao Cai Provincial Party Committee's Organization Committee.
Mr. Phan Trung Ba was born in 1973, from Duc Tho commune, Ha Tinh province; professional qualifications are construction engineer; high-level political theory.
Mr. Phan Trung Ba used to hold the positions of: Head of Project Department of Border Gate Economic Zone Management Board, Head of Kim Thanh Trade Zone Management Board; Head of Urban Construction Project Management Board - Department of Construction; Head of ODA Project Management Board of Lao Cai province, Deputy Director of Department of Planning and Investment; Deputy Secretary of the District Party Committee, Chairman of the old Van Ban District People's Committee; Secretary of the Party Committee, Director of Lao Cai Department of Planning and Investment; Secretary of the Party Committee, Director of Lao Cai Department of Finance.
From July 1, 2025 to October 14, 2025, he holds the position of Deputy Head of the Specialized Sub-Committee for Documents of the 1st Lao Cai Provincial Party Congress, term 2025-2030; from October 15, 2025 to present, he is Deputy Head of the Organization Committee of the Lao Cai Provincial Party Committee.
