On May 26, Politburo Member, Prime Minister Le Minh Hung and the central working delegation worked with leaders of Vinh Long province on socio-economic development, "double-digit" growth targets, disbursement of public investment capital and operation of local governments at two levels.
At the working session, Mr. Tran Tri Quang - Chairman of Vinh Long Provincial People's Committee - reported that the province is focusing on implementing the directions of the Government and the Provincial Party Committee, determined to achieve GRDP growth target in 2026 from 10% or more. The province's GRDP in the first quarter of 2026 is estimated to increase by 5.3%, or 6.31% if excluding the electricity part due to coordination.
Regarding public investment, the province has detailed allocation of 13,840.285 billion VND, reaching 99.96% of the 2026 capital plan. As of May 21, 2026, disbursement reached 2,096.124 billion VND, equal to 15.16% of the plan, and many key projects have been accelerated.
The province also effectively implemented the 2-level local government model according to the Central Government's policy. After arrangement, Vinh Long province has 124 communes and wards. Implementing synchronously, operating smoothly and effectively, administrative reform and digital transformation have positive changes.

Vinh Long Provincial People's Committee proposed that the Government and central ministries and sectors support the adjustment of electricity, transportation, and marine space planning; invest in energy infrastructure, inter-regional transportation, landslide prevention, drought, saltwater intrusion and support the fields of health, education, science and technology.
Speaking at the working session, Politburo Member, Prime Minister Le Minh Hung acknowledged and praised the Provincial Party Committee and leaders of Vinh Long province for focusing on administrative reform and removing difficulties for key projects and works; many recommendations of the province were concerned and considered by the Central Government and ministries and sectors.
However, the Prime Minister also pointed out many limitations such as economic growth in the first quarter only reaching 5.3%, lower than the target of over 9%; budget revenue is not sustainable, disbursement of public investment is still slow, and attraction of high-tech investment is still limited. High-quality human resources, quality healthcare and capacity of the apparatus at some levels have not met development requirements.
The Prime Minister requested the province to proactively review the content of the province's planning that has been adjusted, and at the same time complete the preparation and adjustment of urban and rural planning, zoning to ensure consistency with the Mekong Delta regional planning in the second quarter of 2026 to serve as a basis for socio-economic development and investment attraction.
The Head of Government noted that the province needs to calculate and effectively mobilize resources from the central budget, local budget and socialized capital. For projects under central authority, the province must closely coordinate with ministries and sectors to implement according to specific plans and high determination.
The Prime Minister also requested the province to innovate thinking, establish a new growth model based on promoting local potential and advantages. Besides traditional agriculture, the province needs to promote investment in processing industry, high-tech agriculture, services, urbanization and high-quality human resource development to aim for double-digit growth.

The Prime Minister requested Vinh Long province to continue to innovate thinking, shifting from serving thinking to creating development; review and adjust planning to suit the new direction of the Central Government. At the same time, he emphasized that the province cannot only rely on agriculture but needs to focus on developing industry, services and strategic infrastructure.
The Prime Minister requested the province to develop a medium-term public investment plan to ensure efficiency, reducing the number of projects by at least 30% compared to the 2021-2025 period; promote the allocation and disbursement of public investment capital in 2026 and proactively transfer capital from slow-disbursement projects to projects with better implementation capacity. At the same time, continue to review and remove difficulties for prolonged backlog projects under local authority.
The Prime Minister requested the province to strongly shift from traditional agricultural production thinking to developing high-value, green, and circular agricultural economy; forming a linkage chain from production, processing to logistics and consumption. Regarding durian, the Prime Minister proposed to soon remove obstacles related to planting area codes, traceability, and quarantine to promote exports.
The head of the Government noted that the province needs to attract large enterprises to invest in deep processing and post-harvest preservation. At the same time, the Ministry of Agriculture and Environment is assigned to complete the mechanism to support agricultural investment attraction, and study amending the Law on Small and Medium Enterprises in a practical direction.
The Prime Minister also requested Vinh Long to focus on developing transport infrastructure and logistics, prioritizing inter-regional and inter-provincial routes with spillover effects. The Ministry of Construction is assigned to coordinate with the province to study and accelerate the progress of expressways CT33, CT36; localities review and recover construction material mines operating improperly to serve key projects.
The Prime Minister assigned ministries, agencies, and localities to study the content of the recommendations of Vinh Long province to coordinate handling and proactively implement tasks according to their authority; promptly report and propose to competent authorities issues beyond their authority.
