Decree No. 118/2025/ND-CP clearly stipulates the scope of receiving administrative procedures at the One-stop Department from July 1, 2025.

Decree No. 118/2025/ND-CP on implementing administrative procedures according to the one-stop, one-stop mechanism at the One-stop and National Public Service Portal Department, specifically regulating the organization of provincial and commune-level Public Administration Service Centers from July 1, 2025.

The scope of receiving administrative procedures at the One-stop Department is clearly stated in Decree No. 118/2025/ND-CP.

Accordingly, the Department of Receiving and Returning Results at the ministerial level receives administrative procedures under the authority of the Ministry or the joint resolution of units under the Ministry or ministerial-level agencies.

The Receiving and Returning Results Department at the agency or unit under the ministry or ministerial-level agency receives administrative procedure documents under the authority of its agency or unit for settlement.

The Provincial Public Administration Service Center and the Commune Public Administration Service Center receive administrative procedures regardless of the administrative boundary within the provincial level, including:

Administrative procedures under the authority of the Provincial People's Committee, Chairman of the Provincial People's Committee, and specialized agencies under the Provincial People's Committee;

Administrative procedures under the authority of the People's Committee at the commune level, Chairman of the People's Committee at the commune level, and specialized agencies under the People's Committee at the commune level in the province;

Administrative procedures under the authority of or inter-resolved by agencies are organized according to the vertical sector system in the locality.

Administrative procedures are under the authority of ministries and branches assigned to localities for receipt.

In addition, based on the characteristics and management requirements for each field, Ministers, Heads of ministerial-level agencies, and Chairmen of provincial People's Committees decide on administrative procedures that do not receive documents directly at the headquarters of the One-stop Department as prescribed in Clauses 1 and 2 of this Article, but must apply the process of monitoring the reception, processing of documents, and return of settlement results as prescribed in this Decree, including the following cases:

Administrative procedures are organized and implemented mobilely according to the provisions of law;

Administrative procedures include receiving documents and returning results of handling directly at the time and location of inspection, review and assessment outside the headquarters of the One-stop Department for subjects being inspected, reviewed and evaluated;

Administrative procedures only regulate how to implement in the electronic environment, not other methods.
