Lao Prime Minister Sonexay Siphandone sent a message of condolences about the capsized tourist boat in Ha Long Bay, Quang Ninh.

On July 22, Lao Prime Minister Sonexay Siphandone sent a message of condolences to Politburo member and Prime Minister Pham Minh Chinh over the sudden capsize of a tourist boat in Ha Long Bay, Quang Ninh on July 19.

The content of the condolence message reads: I have closely followed the situation of storm No. 3 (Wipha) when it made landfall in the coastal area of Northern Vietnam, causing serious damage to the lives and property of the people of Vietnam. Especially the tourist boat capsize in Ha Long Bay, Quang Ninh, on July 19, 2025.

On behalf of the Lao Party, Government and people, I would like to send my sincere greetings and my deepest condolences to you and through you to the senior leaders of Vietnam, as well as to the Party, Government and people of Vietnam, especially the local government and the families of the victims affected by this natural disaster; at the same time, I express my confidence that under the leadership and close attention of the Party, Government and people of Vietnam, you will overcome all difficulties, bring the lives of the people, especially the affected families, to stability and return to normal soon".

Upon receiving news of the boat capsize, Lao Foreign Minister Thoong savane Phomvihane and Japanese Foreign Minister Iwaya Takeshi sent their condolences and congratulations to Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son.
