On the morning of November 8, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired the regular Government meeting in October 2025 online with localities.
In his opening speech, the Prime Minister assessed that the world situation continues to fluctuate rapidly and complicatedly, with many major difficulties and challenges; notably, the US counterpart tax policy has many potential uncertainties and risks; risks in global financial and monetary markets have increased.
In the country, many important events of the country took place in October, especially the 13th Central Conference, which opened the 10th Session of the 15th National Assembly.
The entire political system strives to compete to successfully complete the socio-economic goals for 2025 and the entire 2021-2025 term; implement strategic decisions of the Politburo; operate local governments at 2 levels; prevent and combat the consequences of natural disasters caused by many consecutive major storms, with "storm over storm, flood over flood", record rainfall.
The socio-economic situation continues to be positive, with each month being better than the previous month and 10 months being better than the same period in 2024 in most areas.
Notably, the macro economy is stable, inflation is controlled, growth is boosted, and major balances are ensured.
Cultural and social fields are focused on; social security is ensured; people's lives are improved; natural disasters, floods continue but no one goes hungry, hungry, or lacks food.
The Prime Minister also noted that the economy still has limitations and shortcomings and continues to face many difficulties and challenges due to the internal impact of the economy and external impacts, such as in monetary policy management; gold prices, real estate prices; production and business in some areas are still facing difficulties.
The operation of local government at both levels still faces difficulties and problems; natural disasters, floods, and continuous heavy rains have severely affected production and business and people's lives.
The Prime Minister suggested that delegates focus on discussing and giving specific opinions on the direction and administration of the Government, the Prime Minister, ministers, heads of sectors, and leaders of localities; evaluate the outstanding results on the socio-economic situation in October and 10 months, and concerns and concerns.
Identify key tasks and solutions in the coming time in each specific field, especially macroeconomic stability, inflation control, growth promotion, effective implementation of the Resolutions of the Politburo, and smooth operation of local governments at both levels.

The head of the Government suggested that the delegates give their opinions on the fields of culture, society, national defense, security, and foreign affairs, what is worth noting, the tasks and solutions for the coming time, especially the construction of social housing; prevention, control, and overcoming the consequences of natural disasters; starting the construction of inter-level schools in the communes bordering the mainland.
The Prime Minister also asked delegates to discuss the implementation of key projects and tasks to be submitted to the Central Executive Committee, the Politburo, the Secretariat and the 10th Session of the National Assembly; institutional bottlenecks that need to continue to be resolved with innovative thinking and urgent approaches.
