Completion of 1,073 social housing units in 2025
Prime Minister Pham Minh Chinh inspected Nam Long 2 Social Housing Area (Nam Can Tho new urban area, Cai Rang ward), Hung Phu Ward Public Administration Service Center, Can Tho City Oncology Hospital project and inspected the medical examination and treatment at Can Tho City Oncology Hospital.

At Nam Long 2 Social Housing Area, Prime Minister Pham Minh Chinh welcomed the investor for committing to shorten the project progress, but noted the need to improve quality; continue to implement social housing projects with full infrastructure shared with commercial housing, including institutions on education, healthcare, culture, and sports so that people have equal access.
The Prime Minister suggested that Can Tho City continue to study general regulations to have appropriate separate policies on social housing; land planning, assign investors Nam Long and well-run enterprises to continue implementing social housing projects according to new mechanisms and policies issued by the National Assembly and the Government, in order to better serve the housing needs of workers, low-income people, and officials who change their workplaces due to restructuring the apparatus.

The project to invest in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030, according to the Prime Minister's decision, the new Can Tho City (including the old Can Tho, Soc Trang, Hau Giang) is assigned a target of 16,900 apartments.
By October 15, 2025, the new Can Tho City has implemented 10 social housing projects, of which 3 projects have been completed and 7 projects are under implementation.
In the period of 2021 - 2024, the city has completed 2,252 units. In 2025, the city will complete 1,073/1,397 units, reaching 77% of the target assigned by the Prime Minister in 2025. For the remaining 324 units, Can Tho City strives to complete them in the second quarter of 2026. Thus, from 2021 to 2025, the locality has completed 3,649 units.
Request to complete the Can Tho Oncology Hospital project by 2026
At the Can Tho City Oncology Hospital project, after listening to the contractor and investor report on the progress and difficulties of the project, the Prime Minister requested that the project must continue and be completed in 2026.
The handling of violations will follow the inspection conclusion, and the competent authority will transfer it to that authority for implementation. The project must be restarted from scratch, the Project Management Board must determine what needs to be done, the raw materials included must be accepted...

Regarding the ODA capital previously provided, the Prime Minister said that what has been used needs to be accepted and re-evaluated. All purchased goods must be accepted for settlement and payment, and a new investment decision must be made using central capital.
The Prime Minister emphasized that this must be considered an emergency project, all procedures must be applied according to the emergency situation regarding consultation, bidding, bidding, supervision, payment and settlement processes...


"This project is too urgent, first is not to waste; second is the urgent need for treatment of the people because it involves life and health; third is to strengthen the Management Board, working with the highest sense of responsibility", Prime Minister Pham Minh Chinh stated.
Regarding capital sources, the Prime Minister said that first of all, the Central Government will support. However, we have to see how much is planned, how much is final, how much is ODA decision, how much is new decision...


The Prime Minister also visited Can Tho City Oncology Hospital (old facility), inspected the current status of facilities and visited and encouraged the medical team, and shared the difficulties and hardships of patients and their families here.
The Prime Minister said that he was very heartbroken, heartbroken, and worried when seeing the scene of 2-3 patients having to lie on the same bed, the patient's family members having no place to rest, having to be in the hallway and sidewalk. The equipment is still difficult, the whole hospital only has 1 radiotherapy machine, patients have to wait 10 days to 2 weeks to get radiotherapy at one time, which is very difficult.
"I suggest that Can Tho, the owner of this project, propose capital to immediately buy radiotherapy machines to treat people's illnesses. This is an emergency, related to the health and lives of the people. Along with that, the Can Tho Oncology Hospital project must be urgently restarted, the Prime Minister emphasized.
