Changing from "startup, get started" to "acceleration"
Emphasizing 7 orientations that need to be thoroughly grasped and implemented in 2026, the General Secretary stated and agreed to determine the motto of 2026 as "Breakthrough action, spreading results".
In 2025, after completing the "startup, acceleration" phase, in 2026, it must immediately move to "acceleration". The decisive thing in this period is the capacity to organize implementation, the discipline of action, the output.
Each ministry, branch and locality needs to shift from the way of doing things according to the plan to the way of doing things according to the goals and products; from progress reporting to efficiency reporting; from "how to do" to "working to the place".
Central and local agencies need to thoroughly grasp this spirit; prioritize the adequate and timely allocation of resources for infrastructure, data, strategic technology and high-quality human resources; at the same time, have a control mechanism to ensure effective investment implementation.

The General Secretary suggested promoting the development of specific applications and products to serve socio-economic development and people.
All policies, platforms and services and utilities must meet the requirements of serving people and businesses; the satisfaction of people and businesses is a measure of implementation results; done substantially, informally, bringing practical results;
Strengthening the grassroots trade union associated with administrative reform and streamlining the apparatus, effectively operating the two-level local government, cutting administrative procedures and providing online public services; promoting e-commerce in the public sector through decentralization, standardizing processes, comprehensive digitalization and creating conditions for ministries, branches and localities to proactively exploit data and effectively operate shared digital platforms.
The State is the first "customer" to place orders for products and services
The General Secretary emphasized the focus on resources for strategic technology and product commercialization; promoting science and technology and technology based on close linkages between the State - Schools - Enterprises, as the core to form an innovation ecosystem; prioritizing the development of high-tech parks, science and technology centers and smart cities as testing, application and dissemination spaces; focusing on investing and implementing strategic technologies to create long-term competitiveness, mobilizing social resources to make science and technology, science and technology and innovation a key driving force for double-digit growth.
The State must play a role in creating and removing barriers, and at the same time being the first "customers" to order products, services and solutions for science, technology, and innovation, creating a starting market for research results, inventions, and application of new technologies, creating motivation for businesses, institutes, and schools.

The General Secretary noted the issue of combating waste, investing large amounts for large goals, but must be effective, if not controlled strictly, there will be a risk of creating huge waste (financial waste, waste of resources, waste of human resources, even waste of opportunities...); it is necessary to identify early to have preventive solutions.
The General Secretary affirmed that Resolution No. 57 has opened a new period for the country, placing science, technology, tourism and tourism at the center of the development strategy.
In 2025, a solid institutional foundation has been established; 2026 must be a year of breakthrough action, shifting from foundation to results, from policy to product, from idea to practical value for people and businesses.
