Deputy Prime Minister Pham Thi Thanh Tra has just signed and issued Document No. 465/TTg-TCCV of the Prime Minister on strengthening the implementation of Decree No. 73/2023/ND-CP of the Government in the context of implementing the Resolution of the 14th Party Congress.
Document sent to ministers, heads of ministerial-level agencies, chairmen of People's Committees of provinces and cities on strengthening the implementation of Decree 73/2023 of the Government stipulating the encouragement and protection of dynamic, creative, dare to think, dare to do, dare to take responsibility for the common good.
The document clearly states that, implementing Conclusion No. 14 dated September 22, 2021 of the Politburo on the policy of encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good, the Government has issued Decree No. 73/2023.
Therefore, to continue to effectively implement the Party's viewpoints and policies in the Resolution of the 14th Party Congress on building a contingent of cadres, civil servants, and public employees, creating breakthroughs in public service and civil servant reform, and arousing the spirit of innovation and creativity in the entire state administrative system, the Prime Minister has requested ministries, branches and localities to implement key tasks.
Accordingly, proactively research and propose solutions, coordinate with the Ministry of Home Affairs to continue to improve mechanisms and policies on encouraging and protecting dynamic and creative cadres who dare to think, dare to do, dare to take responsibility according to Conclusion 14 of the Politburo and Decree 73/2023 of the Government.
Ministers and Chairmen of People's Committees of provinces and cities proactively complete internal procedures. Promptly detect and correctly evaluate innovation and creativity proposals of officials.
Boldly apply mechanisms that allow innovation within the scope of authority, associated with appropriate risk control.
In particular, do not allow the situation of avoidance and shirking responsibility to occur.
Do not formalize the implementation, do not generate unnecessary administrative procedures.
The Head of Government emphasized that taking the results of innovation, the spirit of daring to think, daring to do, and daring to take responsibility for the common good is considered an important criterion in evaluating, using, planning, and appointing cadres, in accordance with the requirements of public service reform.
Within the scope of their functions, tasks, and powers, agencies are responsible for strictly implementing the regulations on exclusion, exemption, and reduction of liability according to the provisions of law.
At the same time, ministers, heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities are required to be responsible to the Government and the Prime Minister for the results of organizing the implementation of Decree 73/2023 at agencies, units, and localities.
The Ministry of Home Affairs is assigned to preside over and coordinate with relevant agencies to monitor, urge and summarize the implementation situation, and promptly report to the Prime Minister.
