According to the Decision of the Ministry of National Defense, Colonel Hoang Van Nhan, Deputy Secretary of the Party Committee and Political Commissar of the Hue City Military Command, retired early from July 1, 2025 according to Decree 177.
Lieutenant Colonel Truong Viet Hai, Chief of Political Affairs of the Hue City Military Command, was appointed to hold the position of Political Commissar of the City Military Command.
According to Lieutenant General Ha Tho Binh - Commander of Military Region 4, Lieutenant Colonel Truong Viet Hai is a cadre with solid political qualities, well-trained, with capacity, qualifications and practical experience, and has completed his tasks well in previous positions.
The Commander of Military Region 4 suggested that in his new position, Lieutenant Colonel Truong Viet Hai continue to cultivate, train, and promote the results that the Hue City Military Command has achieved as well as valuable experiences from previous generations of leaders; build solidarity and unity in the Party Committee and the City Military Command.
Closely coordinate with local Party committees and authorities to lead and direct the armed forces of Hue City to excellently complete all assigned tasks.
The focus is on directing the activities of local military agencies in the context of organizing two-level governments; carefully preparing and successfully organizing the Congress of affiliated Party Committees and the 13th Congress of Hue City Military Party Committee, term 2025-2030.
In addition, Lieutenant General Ha Tho Binh and Hue City leaders congratulated Colonel Hoang Van Nhan on completing his mission and being retired under the regime.
