On July 22, Politburo member and Prime Minister Pham Minh Chinh chaired meetings of the Government Standing Committee on a number of important contents, including draft regulations on construction and transfer contract projects; applying additional corporate income tax according to regulations on preventing global tax erosion; project to build a start-up country.
Also attending the meeting were Deputy Prime Minister Bui Thanh Son and Deputy Prime Minister Mai Van Chinh.
The meeting discussed and gave opinions on: Draft Decree detailing the implementation of construction - transfer (BT) contract projects; draft detailing a number of articles of Resolution No. 107/2023/QH15 of the National Assembly on the application of supplementary corporate income tax according to regulations on preventing global tax base erosion; Project on building a start-up country; and a number of other contents.
After listening to the reports and statements of the delegates attending the meeting, the Prime Minister delivered a concluding speech, giving opinions on each content so that the agencies can continue to complete the documents, drafts, and projects, and submit them to competent authorities to ensure progress and quality.
In particular, regarding the project to build a start-up country, the Prime Minister proposed to study and propose additional and clarifying the content of innovation and digital transformation.
At the same time, the Prime Minister emphasized a number of viewpoints: All people participate in startups, innovation and digital transformation under the leadership of the Party, management of the State, and the promotion of the Vietnam Fatherland Front; associated with the rapid and sustainable development of the country; contributing to GDP growth and increasing labor productivity.
The Prime Minister noted solutions for raising awareness; building and perfecting institutions; encouraging internal resources, entities to promote the spirit of self-reliance, self-strengthening, rising up from their "hands, mind, land, skyframe, sea gate".
At the same time, there are appropriate support policies; human resource training, ecosystem development; preliminary review, summary, reward, promote information, propaganda, build and replicate advanced models, good models, and effective methods.
Thereby creating a movement, a trend of startups, innovation, and unlimited digital transformation, with entities overcoming their own limits.

With the draft Decree detailing the implementation of construction and transfer contracts, the Prime Minister requested to thoroughly grasp the principles of promoting decentralization and delegation of authority along with resource allocation, improving implementation capacity and strengthening inspection and supervision.
Strengthen post-inspections instead of pre-inspections; ensure harmonious benefits, shared risks among related entities; manageable but create development; flexible payment methods, prevent corruption, negativity, and waste.
