The draft Law on Employment (amended) is being drafted by the drafting agency and relevant agencies to study and absorb to the maximum to make appropriate adjustments, in order to perfect and ensure the consistency and unity of the legal system...
This amendment to the Law on Employment is also an opportunity to institutionalize the strategic orientations of Resolution 57 on breakthroughs in the development of science, technology, innovation and national digital transformation, turning employment policies into national competitive advantages in the digital era.
Although there are many new points, according to National Assembly delegate Tran Van Khai (Ha Nam delegation), the draft Law still does not fully demonstrate the spirit of Resolution No. 57-NQ/TW of the Politburo in 3 core points.
That is, the digital human resource development policy lacks depth; the digital infrastructure of the labor market has not been promoted into a competitive advantage; the mechanism to promote creative jobs is still lackluster and lacks breakthrough momentum.
Therefore, to overcome the above shortcomings and successfully implement Resolution 57, delegate Tran Van Khai said that the draft Law needs to be adjusted according to 3 focuses: developing digital human resources, perfecting the digital infrastructure of the labor market and promoting employment.
Delegate Khai said that this amendment to the Law on Employment is a golden opportunity to institutionalize the strategic orientations of Resolution 57, turning employment policies into a national competitive advantage in the digital age.

If the focus is on amending according to the focus on digital human resources, digital infrastructure and creative employment, the new Law will help build a dynamic, smart labor market, attract talent, support the realization of innovative ideas.
Thereby, Vietnam's human resources will become the main driving force for strong development of science, technology and innovation, contributing to soon making our country a developed country with high income.
In Article 23, on the labor market information system, stipulated in Clause 1, the labor market information system is identified as a tool for management, research, and policy making.
However, to comply with Resolution 42 of the Central Executive Committee on innovation and improving the quality of social policies, some National Assembly deputies proposed adding content on flexibility, integration and efficiency in this system.
Accordingly, it is necessary to integrate AI technology and big data to forecast labor, improve the ability to analyze the labor market in the context of international integration.
At the same time, updating data in real time will help ensure synchronization and connectivity with data systems on social security, unemployment insurance and vocational education, contributing to optimizing labor and employment policies in the digital age.
