Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 181/CD-TTg dated September 30, 2025 on urgently overcoming the consequences of floods in Cao Bang, Tuyen Quang, and Lao Cai provinces.

The dispatch was sent to the Chairmen of the People's Committees of the provinces: Cao Bang, Tuyen Quang, Lao Cai, Phu Tho, Thai Nguyen, Thanh Hoa, Nghe An; Ministers of the Ministries of Construction, National Defense, Public Security, Agriculture and Environment; Office of the National Civil Defense Steering Committee.

The dispatch stated that, following the Prime Minister's dispatch No. 178/CD-TTg dated September 29, 2025, according to the latest report of the Ministry of Agriculture and Environment, due to the impact of the circulation of storm No. 10, heavy rain occurred in Cao Bang, Tuyen Quang, Lao Cai provinces, causing landslides and flash floods, causing damage to people's lives and property.

In particular, in Cao Bang, flash floods occurred at the Campsite of the Dong Dang - Tra Linh expressway construction site, causing 3 workers to go missing, 2 injured, 2 dead due to landslides and floods; in Tuyen Quang, 4 people are missing due to landslides; in Lao Cai, 4 people died and are missing.

The Prime Minister sent his condolences to the families of those who died or went missing, and shared the difficulties and losses of people in disaster-affected areas.

According to the forecast, floods will continue to be complicated. To focus on quickly overcoming the consequences of natural disasters, proactively responding to the risk of landslides and flash floods, and ensuring the safety of people's lives and property, the Prime Minister requested the Chairmen of the People's Committees of the provinces: Cao Bang, Tuyen Quang, Lao Cai to directly direct and mobilize necessary forces and means to approach the areas of landslides, flash floods, and flash floods as quickly as possible, focusing on implementing search and rescue work, overcoming the consequences of natural disasters according to regulations.

The Prime Minister noted to ensure absolute safety for forces participating in search and rescue.

The Minister of Agriculture and Environment directs, urges and guides localities to deploy the work of preventing and combating flash floods, landslides, and inundation according to their functions, tasks, and authority, focusing on reviewing, proactively evacuating, and thoroughly relocating residents from dangerous areas, ensuring the safety of dykes and dams.

The Ministers of the Ministries of National Defense and the Ministry of Public Security direct forces stationed in the area and area to proactively coordinate with local forces to urgently search for missing people, supporting people to quickly overcome the consequences of floods, flash floods, and landslides.

The Minister of Construction directs, urges, inspects, and guides the implementation of safety assurance for construction activities during the flood season, especially ensuring safety for the workforce, machinery, vehicles, and construction equipment on expressways in the mountainous and midland areas of the North and North Central regions, preventing human casualties and minimizing property damage.

The Office of the National Civil Defense Steering Committee closely monitors the situation, proactively organizes working groups to coordinate, coordinate, and support localities in implementing search and rescue work according to assigned functions and tasks.
