Switching from process management to result management
On August 20, continuing the second phase of the first non-scheduled session, the National Assembly discussed in groups the integration of 4 national target programs into 1 national target program on socio-cultural, rural, ethnic and mountainous development in the period 2026 - 2035.
At the end of the discussion session, explaining and clarifying the opinions raised by National Assembly deputies, Member of the Party Central Committee, Minister of Finance Ngo Van Tuan said that the Government seriously received the deputies' opinions that in the context of promoting decentralization and delegation of power, it is necessary to continue to assess the role and necessity of the national target program.
The Minister affirmed that we do not change, do not narrow down the goals, scope, subjects and level of incentives, but only change the method of how to use the State's resources and the people's resources most effectively.

Along with that, we change from process-based management methods to output results, promoting decentralization and delegation of power to local authorities with the motto "Localities decide, localities do and localities take responsibility".
One issue that delegates are concerned about is how to ensure that the new program is implemented continuously, without creating gaps in the transitional period.
Minister Ngo Van Tuan said that immediately after the National Assembly approves the resolution on the program, the Government will issue a resolution to implement it, which integrates more than 50 guiding documents from relevant ministries and sectors.
The goal is that when the resolution is issued, localities can implement it immediately, limiting the situation of having to wait for more guiding documents.
For 2026, the Government determines to continue to implement and finalize according to current regulations. The development of the 2027 estimate is also carried out according to current regulations, the Ministry of Finance is responsible for summarizing resources and reporting to the Government and the National Assembly for timely allocation.
Continue to propose reducing taxes and costs for business households and small businesses
Minister Ngo Van Tuan said that the national target program is only one of the overall solutions to improve people's lives, especially the poor, vulnerable and people in difficult areas.
In addition to resources from the program, the Party and State are implementing many policies to support the poor, vulnerable, and people in difficult circumstances to have conditions to rise up, improve their material and spiritual lives. In which, the Government continues to promote policies to support households, individual businesses and small and medium-sized enterprises, research tax exemption and reduction policies, and at the same time reduce compliance costs and tax obligation implementation costs.
In the near future, we will continue to report to the Government and the National Assembly on tax exemptions and reductions for businesses, for business households and small businesses. At the same time, we also improve and reduce compliance costs, reduce tax payment costs so that people and businesses can feel secure in production and business" - the Minister said.
In the field of health and education, the Minister of Finance said that the Prime Minister has requested the Ministry of Finance to urgently study policies on tax exemption and reduction for establishments providing meals for schools and hospitals, in order to contribute to improving the quality of meals for students and people.
According to the Minister, the national target program is one of the components of the overall policies that the Party, State and Government are implementing to constantly improve people's lives, especially vulnerable groups, towards the goal of leaving no one behind.
