Accordingly, Article 7 of Circular No. 18/2025/TT-BQP of the Minister of Defense stipulates the rank of graduates of training officers in the army; Thang Quan ranks officers, superior level, before the deadline and raise the salary of the officer before the deadline.
Accordingly, regarding the criteria and standards for considering early salary increase, officers with the highest military rank of the position or title they are holding will be considered for early salary increase when falling into one of the following cases:
For general officers: Awarded one of the forms of commendation prescribed in Clause 1, Article 5 of this Circular, their salary will be considered for early salary increase after the officer has a commendation decision.
Accordingly, Clause 1, Article 5 stipulates that officers with a current military rank 2 or more below the highest military rank of the position or title they are holding, and with outstanding achievements will be considered for promotion to a higher rank when being awarded one of the following forms of commendation (excluding forms of commendation according to term or contribution process):
Forms of medals: Gold Star Medal; Ho Chi Minh Medal, First Class Independence Medal; First Class Military Exploit Medal; First Class Labor Medal; First Class Fatherland Protection Medal; First Class Military Exploit Medal;
Honorable title of State: title of Hero of the People's Armed Forces; title of Hero of Labor;
Ho Chi Minh Award;
The Circular also clearly states that officers who are awarded one of the forms of commendation prescribed in Point b, Clause 1, Article 6 of this Circular will be considered for salary increase no more than 24 months in advance.
For colonel and lieutenant officers: Awarded one of the forms of commendation prescribed in Clause 1, Article 5 of this Circular, and considered for early salary increase after the officer has a commendation decision;
To be awarded one of the forms of compensation specified in Point b, Clause 1, Article 6 of this Circular, and to be considered for a salary increase no more than 24 months in advance;
If there are sufficient criteria and standards to consider promoting military ranks before the deadline prescribed in Point c, Clause 1 and Clause 2, Clause 3, Article 6 of this Circular, the salary increase will be considered no more than 12 months in advance.
Also according to Article 7 of Circular 18/2025/TT-BQP, in case during the term of office, a cadre achieves many achievements, only one achievement will be applied to consider early salary increase (the remaining achievements will not be reserved); if not considered, one of the achievements has been reserved to consider early salary increase for the next salary increase.
