The Ministry of Justice has just announced documents for the meeting to appraise the draft Decision of the Prime Minister stipulating criteria for the titles of leading experts, scientists, and general engineers in the fields of defense industry and security. The Ministry of National Defense is the agency in charge of the draft Decision.
The draft Decision sets out the criteria for the title of expert. In which, the general criterion for experts is:
Have a master's degree or higher in science, technology and engineering related to the defense and security industry;
Up to the time of registration for recognition of the title, experts must have at least 7 years of continuous experience in research, design, manufacturing, manufacturing, repairing, converting, improving, modernizing, extending the term of use of technical equipment, technical supplies, professional technical means or other products serving the defense and security industry;
Understand legal documents and related regulations on technical documents, systems and design methods, production technology, regulations on product testing and acceptance; be able to perform independent tasks;
Understand technical requirements, installation and operation conditions, basic principles of standards, technical specifications, aesthetics and other guidance documents to build design documents, technology documents and standardization and certification for defense and security products; proficiently use modern technical support tools; update domestic and foreign scientific and technological achievements;
proficiently use at least one common foreign language for professional work;
Not violating prohibited acts as prescribed in the Law on National Defense, Security and Industrial Mobilization Industry and other relevant legal provisions.
Regarding the conditions for achievements and results of scientific and technological activities, the draft Decision clearly states:
For 7 consecutive years up to the time of registration for the title of expert, candidates must meet one of the following criteria:
Having chaired at least 1 scientific and technological research task at the ministerial level or chaired at least 3 scientific and technological tasks at the ministerial level on research, production, repair, design, manufacturing, conversion, improvement, modernization, extension of the use of technical equipment weapons, technical supplies, professional technical means or other products for the defense and security industry;
The products of the mission are valuable technical equipment weapons and technical equipment and professional technical means, high scientific content, with the application of foundation technology, core technology, new and equipped technology; technical supplies and integrated sales of technical equipment weapons of special strategic significance, professional technical means;
be the main author of at least 2 patents or useful solutions on engineering and technology that have been granted a protection certificate and have been applied in the field of defense and security industry.
The expert title is valid for 3 years from the time of recognition. When the term expires, individuals holding the position will be considered for extension on the condition that they are active in the defense industry, security and perform the duties of the position as prescribed in Clause 1, Article 3 of this Decision.
