Concluding the four no's defense policy

Expressing many major orientations on defense diplomacy, Senior Lieutenant General Hoang Xuan Chien mentioned improving the quality and effectiveness of bilateral and multilateral defense cooperation.

In order for bilateral defense cooperation between Vietnam and other countries and key partners to be constantly consolidated, expanded, deepened and increasingly effective, in line with the interests of Vietnam as well as its partners, the entire army needs to focus on implementing defense cooperation activities synchronously in all fields and levels.

In particular, focusing on prioritizing defense relations and cooperation with neighboring countries, major countries, ASEAN countries and traditional friends. At the same time, expand relations and cooperation with countries and partners with potential, on the basis of firmly implementing the "four no's" defense policy, meeting strategic goals and national and ethnic interests, ensuring harmony, intertwining interests, on the principle of equality, respect, mutual benefit, and compliance with international law. Continue to promote the establishment of new Defense Attache Office in localities according to Conclusion No. 53-KL/TW, dated April 28, 2023 of the Politburo.

Actively innovate and improve the effectiveness of the substantive work of international integration and defense diplomacy; effectively implement signed documents and cooperation agreements with partners, focusing on the following areas: delegation exchanges, especially high-level delegations; effectively maintain the mechanism of Deputy Minister-level Defense Policy/Strategy Dialogue, consultation mechanism at the Department of Foreign Affairs, military and branches; promote border diplomacy, innovate the content and forms of the programs of Border Defense Friendship Exchange, Army and branches; promote cooperation in overcoming the consequences of war; exchanging expertise, scientific research; training; exchanging Party work, political work and exchanging young officers; defense industry; investment, military trade... to take advantage of all resources in science, technology, and technology, and support the country's defense and branches, especially national defense and defense, to strengthen the development of national defense and defense industries.

Along with that, actively participate, be responsible and propose valuable initiatives, making important contributions to regional and international military and defense cooperation forums and forums, especially within the framework of ADMM, ADMM+. Continue to effectively and responsibly participate in United Nations peacekeeping activities according to Resolution No. 130/2020/QH14, dated November 13, 2020 of the National Assembly.

Well organize defense foreign affairs activities on the occasion of the 50th anniversary of the complete liberation of the South and national reunification; 80 years of the National Day of the Socialist Republic of Vietnam and the defense foreign affairs action program in 2025.

Closely coordinate with central and local departments, ministries, branches, and Vietnam's diplomatic missions abroad, ensuring adequate materials and equipment for high-level foreign affairs activities of leaders of the Party, State, and Ministry of National Defense.
