Check carefully where the problem is
On November 12, in the socio-economic report at the 8th session of the 15th National Assembly, Politburo member and Prime Minister Pham Minh Chinh mentioned the need to focus on reviewing and thoroughly handling backlog, prolonged, and ineffective projects. Previously, the Prime Minister had issued a telegram naming many projects that caused waste of resources and public outrage, such as the Can Tho City Oncology Hospital construction investment project; the second facility project of Bach Mai Hospital and Viet Duc Hospital; the Ho Chi Minh City flood prevention project, the Vicem Operations and Transaction Center, and requested ministries, branches, and localities to focus on thoroughly handling backlog projects, stopping construction, urgently implementing, completing, and putting them into use to prevent waste and loss.
Sharing with Lao Dong about solutions to put projects into operation soon, delegate Nguyen Thi Viet Nga (Hai Duong delegation) stated that to overcome this, it is necessary to carefully review to know where the projects are stuck. Because there are projects that have been built for a long time, the infrastructure has degraded, there is no unit to take over, and they have not been accepted, so they cannot be used or operated.
The delegate emphasized that there must be someone responsible for reviewing, pointing out problems and proposing solutions for the authorities to comment on. For projects that do not have problems with institutions or regulations but are not put into use effectively, it is also necessary to review to find the cause of this situation. According to the delegate, only from the specific cause can a feasible solution be proposed.
For example, when the second facility project of Bach Mai Hospital and Viet Duc Hospital was completed, the medical staff of Bach Mai Hospital and Viet Duc Hospital were not ready to move to work. Because the medical staff working at these two hospitals all had families living in Hanoi. Commuting from Hanoi to Ha Nam every day was very difficult, even impossible because there was no means of transportation. Next, we only built the hospital without considering the housing areas for the doctors who came to work. These are issues that have not been given attention.
Rely on inspection and audit to handle
Delegate Tran Hoang Ngan (HCMC Delegation) said that frozen projects left on the streets are very offensive, making people angry. Many voters agreed that this situation needs to be resolved. To resolve it, it is necessary to develop handling criteria, for example, prioritizing the resolution of projects (both public and private) in Hanoi and HCMC; at the front of international gateways; or on main traffic routes. At the same time, it is necessary to clearly identify the scope of the problem to determine the responsibility for handling it; it is important to have the conclusion of the state inspectorate and auditor, based on which the fundamental solution can be handled.
“If it is within the local authority, the local authority must conduct an inspection and examination, and handle the matter based on the conclusion. If it exceeds the authority, the Central Government will establish an audit and inspection team, draw conclusions, and report to the Central Steering Committee on anti-corruption, waste, and negativity to propose a handling policy,” commented delegate Tran Hoang Ngan.
This delegate also proposed that for key projects that have been implemented, if they have legal problems, it is necessary to create favorable conditions in terms of mechanisms to complete legal procedures. Agreeing with the direction of handling projects that have been administratively or criminally handled, allowing them to continue to be implemented in accordance with the provisions of the law, the delegate said that this does not mean legalizing the wrongdoing, because the wrongdoing has been handled. Timely handling will give strength to the project, promoting the resources that are being frozen.
Another problem that can be solved, according to delegate Tran Hoang Ngan, is the direction to solve the problem of bad debt of commercial banks in projects, removing invested capital resources, thereby contributing to removing the flow of money circulation and reducing interest rates.
The second facility of Bach Mai and Viet Duc Hospital must be completed in 6 months.
According to Minister and Head of the Government Office Tran Van Son, the Prime Minister has requested that within the next 6 months, the Ministry of Health must complete the second facility of Bach Mai and Viet Duc Hospitals to put them into use.
