Reorganizing and streamlining the apparatus according to Resolution 18-NQ/TW is a content that has received great attention from officials, civil servants and people in recent times. Lao Dong reporter had an interview with Associate Professor, Dr. Bui Hoai Son - Standing Member of the National Assembly's Committee on Culture and Education.

- I think that General Secretary To Lam calling the streamlining of the apparatus a "revolution" not only shows its importance but also emphasizes the determination needed to carry out this task.

This is truly a breakthrough change, not only to improve the effectiveness of state management but also to meet the requirements of sustainable development of the country in the new period.

Streamlining the apparatus is not simply a matter of mechanically reducing the number of agencies or personnel, but rather a comprehensive restructuring, clarifying functions and tasks, and eliminating overlaps and inadequacies that have existed for many years.

This helps reduce the budget burden, create smoother coordination between agencies, and improve the quality of services for people and businesses. This is a very important factor to meet social expectations in the context of Vietnam's deep integration and increasing competitive pressure.

Will this streamlining of the apparatus open a new chapter in national governance?

- I think that to successfully carry out this "revolution", we need to focus on a number of core elements. First of all, political determination at the highest level.

When leaders dare to face challenges and are not afraid of change, that will be the greatest driving force to promote reform. In addition, building a clear plan with a specific roadmap and based on scientific research is indispensable.

Second, the human factor plays a decisive role. Training and transforming the capacity of cadres to adapt to the new structure is an important task. It is impossible to just merge or streamline in name but ignore the issue of people - the force implementing policies.

Third, social consensus is indispensable.

Fourth, careful but decisive implementation is key.

I believe that, with strategic vision and wise leadership, Vietnam can completely turn this "revolution" into reality, opening a new chapter for national governance, bringing the country into a new era - the era of national growth.

One of the effects of the organizational restructuring is the impact on the job positions of many cadres, civil servants and public employees. However, cadres must also dare to sacrifice for the common goal. What do you think about this?

- I completely agree with this point of view. Reorganize and streamline the apparatus, don't be afraid of losing your seat, everyone has their own place.

Reorganizing and streamlining the apparatus should not only be seen as a matter of "losing seats" or "losing positions", but should be seen as an opportunity for each individual and each organization to reposition their roles and responsibilities, towards a larger common goal: Building an effective apparatus that best serves the country's development in the era of national growth.

- That's right! Streamlining the organization is not about eliminating anyone, but about optimizing resources, eliminating overlap, and improving productivity and operational efficiency. With the right approach, transparency, and a reasonable roadmap, every employee can find opportunities to develop their abilities, whether in a new position or in a different working environment.

It is important that we change our mindset and not consider position or title as a measure of personal worth. True worth lies in what we contribute, in how we create positive change for our community and society.

When everyone understands their role and is given the opportunity to continue to develop, they will no longer worry about "losing their seat", but instead will be willing to cooperate and contribute.

I also think that for this to truly become a reality, there needs to be proper attention to support policies. It is necessary to ensure that every cadre, even if affected by the restructuring process, is given the conditions to study, change careers or find a suitable environment to continue to develop.

The process of streamlining the apparatus, if carried out fairly and humanely, will not only benefit the country but also be an opportunity for each individual to assert and promote his or her own value.
