On the morning of June 30, speaking at the ceremony to announce the merger of Hung Yen and Thai Binh provinces held in Hung Yen province, Mr. Do Van Chien, Politburo member, Secretary of the Party Central Committee of the Fatherland Front, Secretary of the Party Committee of the Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front emphasized that the new Hung Yen province must have a new vision, new motivation, new aspirations and new victories.
Strategic step
According to Mr. Do Van Chien, on June 12, 2025, the National Assembly issued Resolution No. 202/2025/QH15 to arrange the entire natural area and population of Thai Binh and Hung Yen provinces into the new Hung Yen province. This is the result of an elaborate research process, serious, scientific, thorough, and comprehensive analysis and assessment in many aspects.
The merger, opening up new development space, exploiting the full potential and advantages of the two lands of Thai Binh and Hung Yen rich in cultural traditions, revolutionary history and heroes; combining the potential and advantages of the marine ecology and marine economy with the advantages of the vicinity of Hanoi capital to build Hung Yen province into a new growth pole of the Capital, the Northern Delta, a province with modern industry; a center for marine economy, new energy, civilized urban area; modern ecological and rural agriculture, civilized farmers; at the same time, preserving and promoting the unique cultural values of the ancient Hung Yen - Hien city, the ancient people of the land of the prey and Thai Binh "land of rice craft", contributing to the successful implementation of the goal: By 2030, our country is developing into a province with high, high-olds, high-olds, high-olds, and high-olds; by 2045, the country will develop into a developed country.
5 key tasks
In response to the development requirements of the province, in the coming period, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien requested that Party committees at all levels, authorities, the Vietnam Fatherland Front, and people's organizations from the province to the grassroots continue to promote the glorious tradition of solidarity, innovation, creativity, and do a good job of some tasks.
Firstly, the Party Committee must focus on preserving and promoting the strength of the national unity bloc as General Secretary To Lam affirmed in a recent article: "Solidarity is the truth of all ages", "lack of solidarity and consensus will depart or hinder the effectiveness of the apparatus' operation. Therefore, maintaining solidarity is the top priority task - a prerequisite for all other reform work to go smoothly."; solidarity on the basis of expanding democracy goes hand in hand with maintaining discipline; each Party member, civil servant, public employee, and soldier of the armed forces must uphold the sense of responsibility, dedication to serving the people; innovate, be creative, dare to think, dare to do, dare to take responsibility, for the common good; uphold the spirit of self-responsibility in studying, practicing, improving political mettle, professional qualifications, and quickly adapting to the requirements and tasks of the two-level local government model.
Second, the Party Executive Committee and the Provincial Party Standing Committee must be responsible for directing from July 1, 2025 that all work under the responsibility of the provincial and commune levels must be carried out smoothly, without interruption, delay, or omission; all work must have someone responsible for implementation, and must not be lacking in professional and technical staff; must not be lacking in facilities, materials, especially information technology infrastructure, affecting the settlement of administrative procedures of the people; must closely follow reality, grasp the situation, promptly resolve arising tasks according to authority...
Third, the Provincial Party Committee Standing Committee must grasp the situation, direct all levels, sectors, agencies and units to promptly resolve all policies and regimes for cadres, civil servants and public employees, especially those who retire early, retire from work, and quit their jobs according to regulations. Pay attention to creating favorable conditions to support people who change their work areas, are away from home...
Fourth, the heads of Party committees, authorities, and heads of agencies and units must be directly and comprehensively responsible for strictly managing assets and finances, preserving and storing documents and records in accordance with Party regulations and State laws; arranging and using facilities and equipment effectively and reasonably, preventing corruption, waste, and negativity.
Fifth, the Standing Committee of the Provincial Party Committee strengthens the direction of Party committees and organizations at all levels to continue to thoroughly grasp and implement the Directive 45-CT/TW of the Politburo on leading Party Congresses at all levels towards the 14th National Congress of the Party, carefully prepare political reports, personnel projects, organize the Party Congresses at the provincial and commune levels for the 2025-2030 term well with the spirit of correctly assessing the potential and advantages when merging provinces, no longer having the model of district-level government, merging commune and ward levels with the motto: "One locality, one vision"; "Local areas discuss, localities decide, localities take responsibility".
The province needs to clearly identify goals, targets, strategic breakthroughs, new motivations; mechanisms for mobilizing resources, liberating production capacity, strongly arousing creativity and the aspiration to contribute to the common development of the province of all organizations and individuals, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien emphasized.
