It can be said that the guidelines, policies, and resolutions proposed are quite comprehensive, covering most fields, but the organization of implementation is still not uniform, and many contents have not really gone into life.
There are many policies and resolutions that are right and accurate, but due to hesitation, lack of determination, and fear of confrontation, they have not been effectively put into practice.
