The 14th Party Congress was very successful with the consistent spirit: "Turning will into action, turning policies into specific results, saying is doing, doing immediately, doing right, doing drastically, doing to the end and doing effectively".
In particular, for the first time in the history of congresses, the 14th National Congress issued an action program. This is a breakthrough to effectively implement the Congress Resolution with the specific goal of striving for double-digit growth, constantly improving and enhancing people's lives, towards successfully implementing 2 100-year strategic goals; bringing the country into a new era of prosperity and prosperity.
Dr. Nguyen Si Dung - former Deputy Chairman of the National Assembly Office - said that according to the major orientation set out by the 14th National Congress, national development in the coming period must be based on strategic autonomy, innovation of the growth model, strong promotion of science and technology, innovation and digital transformation, and at the same time perfecting the development institution, improving the effectiveness and efficiency of implementation organization.
These are not just development goals, but fundamental strategic choices that shape the country's future in the medium and long term.
The Congress emphasized the requirement to build a new growth model, strongly shifting from broad development to in-depth, from relying heavily on resource exploitation and simple labor to relying on knowledge, technology, productivity, quality and efficiency.

Dr. Nguyen Si Dung clearly stated that the 14th Congress emphasized the requirement to improve institutions, innovate the organizational structure and improve the effectiveness and efficiency of implementation. Institutions are not only a legal framework, but also a decisive factor in the quality of operation of the economy and the entire national governance system.
The spirit of reform is clearly shown in the requirement to strongly shift from administrative management thinking to constructive development and service thinking, taking practical efficiency, the satisfaction of people and businesses as a measure. This shows that in the new development stage, institutional reform is no longer a long-term requirement, but has become an urgent action task.
Meanwhile, Assoc. Prof. Dr. Le Van Cuong - Deputy Director of the Institute of Party Building, Ho Chi Minh National Academy of Politics emphasized the spirit of "say less, do more, do it to the end" identified by the XIV Congress.
Assoc. Prof. Dr. Le Van Cuong said that in the past terms, besides many achievements, we also have many limitations and shortcomings. One of those limitations and shortcomings is that the implementation organization stage is still a weak stage.
It can be said that the guidelines, policies, and resolutions proposed are quite comprehensive, covering most fields, but the organization of implementation is still not uniform, and many contents have not really gone into life.
There are many policies and resolutions that are right and accurate, but due to hesitation, lack of determination, and fear of confrontation, they have not been effectively put into practice. Therefore, this time we clearly define the spirit and motto as action, action and action," Assoc. Prof. Dr. Le Van Cuong said.
According to him, that spirit is first of all reflected in reducing qualitative content, shifting strongly to quantitative. Once quantitative, people, tasks, and responsibilities will be clear. In implementation organization, people, tasks, and responsibilities will also be clearly assigned, to turn policies into specific actions.
For example, for the double-digit growth target, at this time, each official, each locality, and each unit must start acting decisively from the beginning. By the time of evaluation, the targets can be measured, if not achieved, it is necessary to clarify the causes and who is responsible. That is the very clear spirit of action.
With the spirit of action "say less, do more, take results as a measure", Assoc. Prof. Dr. Le Van Cuong said that this is a manifestation of revolutionary thinking, showing the new very clearly. And if we do not do so, if we do not act decisively like that, then we can hardly achieve the set goals.
