On the afternoon of January 23, immediately after the closing session of the 14th National Party Congress, at the Congress Press Center, General Secretary To Lam chaired a press conference to announce the results of the 14th Party Congress.
Also attending the press conference were Politburo members: Standing Secretary of the Secretariat Tran Cam Tu, Head of the Central Organization Committee Le Minh Hung, Head of the Central Propaganda and Mass Mobilization Committee Trinh Van Quyet, Chief of the Central Office Pham Gia Tuc, Standing Deputy Director of the Ho Chi Minh National Academy of Politics Doan Minh Huan, Minister of Foreign Affairs Le Hoai Trung. Also attending were Member of the Party Central Committee, Standing Deputy Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh.
At the press conference, General Secretary To Lam affirmed that up to this point, the 14th Party Congress has been a resounding success, a very good success. This is a milestone in the 96-year history of the Communist Party of Vietnam and the historical flow of the Vietnamese nation for thousands of years of civilization and heroism. The General Secretary summarized the "key words" of the Congress: "Unity - Democracy - Discipline - Breakthrough - Development - Responsibility - Enthusiasm - Wisdom - Science - For the people - Strategic Autonomy - Self-reliance - Confidence - National pride for a peaceful, independent, democratic, prosperous, civilized, happy, steadfast Vietnam.
The General Secretary emphasized that the 14th Congress of the Party is truly a Congress of solidarity and unity, showing the will, bravery, aspiration, determination, strength and culture of the Vietnamese nation, of the Communist Party of Vietnam in the new development phase of the country. The 14th Congress not only highly agreed on the content of documents, on the action program of the Congress but also highly agreed, very focused on the selection of personnel of the 14th Central Executive Committee of the Communist Party of Vietnam. The Congress also unanimously issued historical decisions to successfully implement the 2 100-year strategic goals that the 13th Congress of the Party had identified.
We also believe that with the strength of the nation's historical roots, with the long tradition of nearly a century of leading Vietnam of the Communist Party of Vietnam, with the support and joint efforts of the entire people, with the encouragement and cooperation of a large number of international friends and progressive people around the world, we will definitely successfully implement the resolution of the 14th National Party Congress, and will definitely successfully build a socialist Vietnam of peace, independence, democracy, prosperity, civilization and happiness" - General Secretary To Lam said.
Answering the press at the press conference, General Secretary To Lam emphasized that over the past 100 years, Vietnam has shown the correct Platform, the initial steps of the Communist Party of Vietnam, went the right way and achieved many great achievements. The General Secretary worried that the 14th Central Executive Committee must be responsible for implementation; how to build a vision, what will Vietnam be like in 100 years? This is a very new task, a very long vision, that this Congress term is responsible for implementing, not just thinking in its term.
Another new point, according to the General Secretary, is that Vietnam's development requirements are very fast, it is necessary to build a suitable national development model. In terms of economy, how to build a growth model to ensure two-digit growth, if it is not achieved, the set target will not be achieved.
Another new point of the 14th Congress, according to the General Secretary, is that the documents were widely commented on by the people, receiving nearly 14 million opinions in one month. Right in the congress, nearly 800 opinions contributed to the document. People across the country, Vietnamese people abroad, and international friends look towards the Congress with faith and excitement.
Vietnam has enough prestige, position, and responsibility to participate in international issues
Answering questions from international press, General Secretary To Lam affirmed that countries, whether large or small, are responsible for global and cross-border issues such as climate change, natural disasters, food security, cyber security, war... "No country in the world, even strong and powerful, can solve global problems on its own, but it must have international cooperation and alliance to solve them" - the General Secretary affirmed.
In fact, according to the General Secretary, after 40 years of renovation, reform and development, Vietnam's potential has changed compared to before. Vietnam has enough prestige, position, and responsibility to participate in regional and international issues. Vietnam will continue to participate in international activities, humanitarian aid, rescue and relief in disaster and humanitarian crisis areas, and participate in peace-building in the region as well as the world. "We are ready to contribute more in mediation, reconciliation, bridges to resolve disputes and conflicts, and build peace and security in the region and in the world" - the General Secretary emphasized.
The General Secretary said that Vietnam shares the challenges that many countries are facing, participating in global poverty reduction, committing to sustainable development, food security, responding to climate change, green transformation, digital transformation... "The more unstable the world, the more united countries must be" - the General Secretary stated his point of view.
Also according to General Secretary To Lam, to have peace and development, it is necessary to open up to the outside, integrate internationally, and cooperate with other countries. Vietnam's economy has a very high degree of openness, in terms of security, it is closely linked to regional and world security. "Without international integration, it will not be possible to stabilize and develop. This is what we have learned in practice" - General Secretary To Lam told international reporters.
We upgrade the position and role of international integration to a new position. That is the new spirit of the Congress Resolution. International integration must be elevated, considering international integration as the leading method to achieve the country's strategic goals" - the General Secretary said.
Sending words of thanks to the international community in the past for supporting and helping when Vietnam had war and was besieged and embargoed, General Secretary To Lam said that now Vietnam has shifted from "receiving" to "contributing", deep integration to full integration. To achieve the double-digit growth target, Vietnam must have a new growth model, identifying international economic integration as the center, prioritizing the knowledge economy, green economy, circular economy, and promoting 3 strategic breakthroughs...
This congress we lean towards action
Providing information about the direction for the next term, General Secretary To Lam affirmed that the Resolution of the 14th Congress must be brought into life soon.
"This Congress we lean towards action.We have drawn lessons and experiences from the previous term such as the implementation organization stage being a weak stage, the resolution is very good but going into practice is not effective.We focus on removing these things" - the General Secretary informed the press.
The action-oriented nature mentioned in the document aims to quickly bring policies into life, bring efficiency, so that people can see, benefit and improve their trust as well as people's lives.
In addition to the document, the Central Executive Committee also proposed an action program of the Party to implement these resolutions.
In which, the General Secretary clearly stated that organizations and party members must implement according to the action program. Not only the Central Executive Committee, but each party organization, each sector, each level according to their functions must have a specific action program, assign people responsible for implementation, have time, implementation roadmap and results. "These are the ways we will implement in the coming period" - the General Secretary said.
In organizing implementation, documents must be specific into programs, plans, and completion deadlines. Strongly innovate development methods. Strengthen economic efficiency, practice thrift, and combat wastefulness. Remove bottlenecks, unlock resources. Design mechanisms for periodic inspection, supervision, and evaluation, and strictly handle cases of stagnation, avoidance, and shirking responsibility in implementation. Implement integrity culture, accountability. Do a good job of information and propaganda, creating consensus. Consider the people as the center and driving force for development. These are the solutions emphasized by General Secretary To Lam.
