As Lao Dong reported, after collecting opinions and receiving high consensus and agreement from the people, the Project to reorganize Bac Ninh and Bac Giang provinces to establish Bac Ninh province was submitted to the Government on April 28, before the prescribed time.
According to the Project, the two provinces of Bac Ninh - Bac Giang will merge and have a new name, Bac Ninh province, the administrative center will be located in the current Bac Giang city. The new Bac Ninh province will have a total of 99 communes and wards; population of 3,619,433 people.
The project also clearly states the organization of the apparatus, staffing of cadres and civil servants in the political system in the two provinces before the merger.
Specifically, in Bac Giang, the Provincial Party Executive Committee has 42 comrades. The Standing Committee of the Provincial Party Committee has 11 comrades. The Standing Committee of the Provincial Party Committee has 3 comrades, including: Secretary of the Provincial Party Committee; Permanent Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council; Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Committee.
The Party agencies include: Office of the Provincial Party Committee, the Provincial Party Committee's Organization Committee, the Provincial Propaganda Department and the Provincial Party Committee, the Provincial Party Committee's Internal Affairs Committee, the Inspection Committee of the Party Committee, Bac Giang Newspaper, the Provincial Political School. The payroll is assigned 304 targets.
As of March 1, 2025, the Bac Giang Provincial Party Committee has 14 Party Committees under the Provincial Party Committee.
The Vietnam Fatherland Front and socio-political organizations include: Provincial Vietnam Fatherland Front Committee, Provincial Farmers' Association, Provincial Women's Union, Provincial Youth Union, Provincial Labor Federation. Assigned staff: 204 targets.
The Provincial People's Council has 69 delegates. The Standing Committee of the Provincial People's Council has a Chairman, 2 Vice Chairmen and 3 members who are Heads of the Provincial People's Council. The Provincial People's Council has 3 committees: Legal Committee, Economic Committee, and Cultural - Social Committee.
The Provincial People's Committee consists of 1 Chairman, 3 Vice Chairmen, 15 members of the Provincial People's Committee are the heads of specialized agencies under the Provincial People's Committee and police and military. The professional agencies currently have 14 agencies (including 13 departments and 1 equivalent agency - the management of the provincial industrial zones). Regarding payroll: Civil servants are assigned 1,089 targets, currently there are 1,063 people.
In Bac Ninh province, the Provincial Party Executive Committee has 42 comrades; The Standing Committee of the Provincial Party Committee has 13 comrades. The Standing Committee of the Provincial Party Committee has 3 comrades, including: 1 member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation Delegation; 1 Comrade Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; 1 alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

The assisting agency includes 15 departments, branches and sectors. Regarding the Regime: civil servants are assigned 871 targets, currently there are 804 people.
The project also clearly states the organization of the apparatus and staffing of district and commune-level cadres of Bac Ninh and Bac Giang provinces before the merger.
Also according to the Project, the number of cadres, civil servants and public employees in agencies and units that must be streamlined in the new Bac Ninh province is 1,280 positions.
Encourage cadres, civil servants and public employees to be eligible to retire before voluntary registration of retirement before age, enjoy policies according to Decree No. 178/2019/ND-CP and Decree No. 67/2025/ND-CP of the Government (the number of registered people, rest according to the roadmap: 2025 in 2026; in 2026, there were 124 people; 2027 had 127 people; retirement in accordance with the labor law from now to 2029, 468 people).
