On November 19, according to the Electronic Information Portal of the Communist Party of Vietnam, on behalf of the Politburo, the Secretariat, Politburo member, Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 208-KL/TW dated November 11, 2025 on the arrangement of party organizations in economic groups, corporations, and state-owned commercial banks.
Accordingly, in Conclusion No. 208-KL/TW, the Politburo and the Secretariat agreed in principle to reorganize party organizations in economic groups, general companies, and state-owned commercial banks, specifically as follows:
Reorganize the parent company party committees of 18 economic groups and corporations in the direction that the parent company party committees only keep affiliated party organizations in departments, offices, companies, and units under the head office and in some member enterprises and units headquartered in the same area as the head office in Hanoi or Ho Chi Minh City ( Appendix 01); at the same time, transfer all party organizations in other units and enterprises under the economic group or corporation to the commune-level and ward-level Party committees where the unit or enterprise is headquartered.
Reorganize 4 state-owned commercial bank party committees in the direction of only retaining affiliated party organizations in departments, offices, companies, units under headquarters and party organizations in branches and affiliated units headquartered in Hanoi ( Appendix 02); at the same time, transfer all party organizations in other units and branches under state-owned commercial banks to the commune and ward-level Party committees where the unit and branch are headquartered.
Continue to implement the model of party organization in 12 economic groups, corporations, and enterprises with specific characteristics (Annex No. 03) and the model of the Party Committee of the Shipbuilding Industry Corporation by leading and directing the implementation of the Politburo's conclusion on the dissolution and bankruptcy of enterprises; after completion, the party organizations of member enterprises and units will be transferred to the commune and ward Party Committees where the enterprises and member units are headquartered.
Conclusion No. 208-KL/TW also clearly states the agreement to transfer 30 party organizations in economic groups, corporations, and state-owned commercial banks under the Government Party Committee (Annex No. 04) to the Party Committees: Ministry of Finance, Ministry of Construction and State Bank.
The Politburo and the Secretariat agree to implement the pilot: Economic group party committees, corporations, state-owned commercial banks under the Party Committee of a ministry, and ministerial-level agencies with 400 or more Party members are allowed to pilot the delegation of authority at the grassroots level.
The functions, tasks, powers, and organizational apparatus of the Party Committee are assigned at the grassroots level according to Regulation No. 87-QD/TW, dated October 28, 2022 of the Secretariat. In the immediate future, keep grassroots party organizations in enterprises, member units of economic group party committees, general companies, and state-owned commercial banks when they are transferred to the Party Committee of the ministry or ministerial-level agency.
Conclusion 208-KL/TW also stated the content of agreeing to transfer the Party organization in local state-owned enterprises under the management of local Party committees to the management of commune and ward Party committees where enterprises, units and branches have their headquarters.
