This is one of the contents in Conclusion No. 210-KL/TW dated November 12, 2025 of the 13th Party Central Committee on continuing to build and perfect the organization of the political system in the coming time.
Conclusion No. 210-KL/TW sets out many requirements related to the arrangement of the apparatus; management of cadres, civil servants and public employees.
Including the implementation of the National Strategy on attracting and promoting talents, especially key industries and fields serving rapid and sustainable development; research and mechanizing connectivity between the public and private sectors; detecting, selecting and training young cadres, female cadres, ethnic cadres, scientific and technical cadres with development potential.
The Conclusion also clearly states the allocation of sufficient resources and organization of compulsory training in expertise, skills, and management capacity (both in data governance) to build a team of cadres, civil servants, and public employees in the political system with the capacity to operate the apparatus after the reorganization from the central to local levels, meeting the very high requirements and tasks in the new development period; implementing reform of salary and allowance regimes in accordance with practical requirements for reorganization, reorganization of the apparatus and staff streamlining.
Conclusion No. 210-KL/TW also sets out the requirement to perfect the institutions, functions and tasks of agencies, units and organizations in the political system; continue to promote decentralization and delegation of power associated with administrative procedure reform.
Focus the highest resources to continue to synchronously perfect institutions related to functions, tasks, powers, and organizational structure of agencies, units, and organizations in the political system for rapid and sustainable development of the country; determine the authority and responsibility of the National Assembly, the Government, executive agencies, judicial agencies, and inter-related authority between 3 levels (Central, provincial, and commune levels) for each field, eliminate overlap and leave tasks vacant, ensure synchronization, unity, and clarity according to the conclusions of the Central Committee, in accordance with the draft documents submitted to the 14th National Party Congress, the 2013 Constitution (amended and supplemented in 2025).
Review and perfect the functions and tasks of the newly established Party committees and agencies and the newly established Party committees and Party committees directly under the Central Government in the direction of innovation, improving the effectiveness and efficiency of operations, promoting the positivity, proactiveness and creativity of the strategic advisory committees and agencies for the Central Government, strengthening decentralization and delegation of authority to the standing committees and standing committees of the Party Committees; study and perfect the functions, tasks and organizational apparatus of the newly established Party committees at the Central and provincial levels in the direction of streamlining and efficiency.
Regarding the issue of wages, at the 10th session of the 15th National Assembly, Deputy Prime Minister Pham Thi Thanh Tra said that she is currently developing a comprehensive project on salary reform. The Central Policy and Strategy Committee will preside over the re-evaluation of Resolution 27 on salary reform, then report to the Central Committee in the first quarter of 2026. From there, develop a specific plan, have a suitable roadmap, within the overall reform of the administrative system, economic growth and the ability to pay for regimes and policies.
"We must do it step by step to prepare the foundation, in accordance, implement according to a reasonable roadmap and in accordance with the budget's capacity" - the Deputy Prime Minister emphasized.
