Neighborhood group leaders who have 5 years of service and compulsory social insurance can be considered for recruitment as civil servants according to regulations.

According to the Action Program of the Party Central Committee to implement the Resolution of the 14th Party Congress, the National Assembly Party Committee and the Government Party Committee are assigned to preside over and coordinate with provincial and city Party committees and Party committees directly under the Central Government to arrange public non-business units, schools, educational institutions, medical facilities, and state-owned enterprises in accordance with the direction of the Central Government;

Implement the arrangement of villages and residential groups in communes and wards and non-specialized workers in villages and residential groups in accordance with the requirements in the new situation.

This task is assigned by the Central Government to be implemented in the second quarter of 2026 using budget resources.

Currently, the Ministry of Home Affairs is developing a new Decree on the organization and operation of villages and residential groups, and at the same time preparing a nationwide review plan from 2026.

In that context, regulations on the conditions for receiving some subjects at the grassroots level to become civil servants have also received much attention.

According to the Ministry of Home Affairs, Clause 1, Article 13 of Decree 170/2025/ND-CP stipulates that the subjects received to become civil servants include:

Experts, scientists, jurists, good lawyers, typical and outstanding entrepreneurs working in agencies, organizations, and units outside the public sector under the policy of attracting talented people;

Public employees working in public non-business units;

Salaried people in the People's Army, People's Police, cipher organizations who are not civil servants;

People holding leadership and management positions and titles from the department level upwards in enterprises where the State holds 100% of charter capital or in enterprises where the State holds over 50% of charter capital or the total number of voting shares;

People who were formerly cadres and civil servants and then were transferred or rotated by competent authorities to hold positions that are not cadres or civil servants at other agencies and organizations;

People recruited according to staffing quotas assigned by competent authorities to work in associations assigned tasks by the Party and the State;

Non-specialized personnel at the commune level before the effective date of this Decree;

Team members of the Pilot Project for selecting young intellectuals to volunteer to communes to participate in rural and mountainous development in the period 2013 - 2020 register for labor contracts to work in communes (before July 1, 2025) to work in communes (from July 1, 2025).

Meanwhile, according to Article 33 of Decree 33/2023/ND-CP, non-specialized personnel in villages and residential groups with no more than 3 titles (including Party cell secretary, village head or residential group head, head of Fatherland Front work committee) are entitled to monthly allowances.

Thus, if the head of the residential group belongs to some groups of subjects specified in Clause 1, Article 13 of Decree 170/2025/ND-CP and has 5 years of service or more, and has compulsory social insurance contributions, it may be considered for recruitment as a civil servant.

The working time is not required to be continuous; if they have not received a one-time social insurance allowance, they can accumulate the previous working periods to calculate 5 years according to regulations.
