2. 80 years ago, under the talented and wise leadership of the Party and the beloved President Ho Chi Minh, our people made the historic August Revolution - one of the "multiple feats" and a great victory of the Vietnamese people in the 20th century, taking power into the hands of the people.
On September 2, 1945, at the historic Ba Dinh Square, on behalf of the Provisional Government, President Ho Chi Minh read the Declaration of Independence giving birth to the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam; opening a new era of the nation - the era of independence, freedom and socialism. It can be affirmed:
- This independence is the persistent efforts and persistent efforts of the Vietnamese people to achieve.
- This freedom is the bravery and sacrifice, the long-term resistance of our people.
- This peace is the resilience and indomitable strength of the entire nation and has built heroic feats in the 20th century.

3. With the spirit of the indomitable August Revolution, we are currently making efforts to accelerate, make breakthroughs, be more accelerated, and be more bold to successfully implement the goals set out in the Resolution of the 13th National Party Congress and the 5-year Socio-Economic Development Plan 2021-2025, determined to realize the two 100-year strategic goals.
In that context, implementing the resolutions and conclusions of the Central and National Assembly, the direction of the late General Secretary Nguyen Phu Trong and General Secretary To Lam, in the spirit of "The Party has directed, the Government has agreed, the National Assembly has agreed, the People support, the Fatherland is waiting, international friends help, then only discuss and do, not backtrack", continue to innovate thinking and actions more drastically, the Government and the Prime Minister focus on directing ministries, branches and localities to synchronously, drastically and effectively implement many historical and strategic decisions such as: the "lined" revolution, building a 2-level local government; implementing the "four pillars" of the Politburo; stabilizing the economy, controlling inflation, ensuring a large-scale economic balance; promoting the completion of the national infrastructure project in 2025-2023,88, promoting the completion of many important projects and infrastructure projects...
In recent times, under the leadership of the Party and the Government, the Prime Minister has also resolutely directed the focus of resources to implement 03 strategic breakthroughs to develop the country quickly and sustainably, including developing strategic infrastructure, unlocking all resources for national development. A series of national highways and key expressways have been formed, important projects of large scale, many works of international stature, industrial parks, urban areas, medical infrastructure, education, society, sports... have been invested, built and inaugurated. We are striving to have at least 3,000 km of high-speed railway and 1,700 km of coastal road by the end of 2025; basically complete Long Thanh International Airport, Noi Bai International Terminal T2; complete at least 100,000 social housing units, start the Lao Cai - Hanoi - Hai Phong railway, clear the North - South high-speed railway, gradually complete the urban railway system, build large seaports Can Gio and Hon Khoai, implement transportation and energy infrastructure projects with Laos, Cambodia and ASEAN countries... These are important premises and foundations for the strong development of the country's infrastructure in the new period, in the new era.

4. Today, we held an inauguration ceremony and simultaneously started construction of 250 large-scale, complex projects and works, playing a very important role in socio-economic development, attracting the strong participation of private enterprises, specifically:
- 89 projects and works were inaugurated with a total investment of about VND2020,000 billion, including: completed and opened to traffic on 208 km of expressway, raising the total length of expressways across the country, putting into operation nearly 2,500 km, Rach Mieu 2 Bridge, Tri An Hydropower Plant expanded, Hoa Binh expanded, Nghe An Oncology Hospital with a scale of 1,000 beds, Ministry of Public Security Headquarters, Saigon Marina International Financial Center... Not to mention major projects that have been and will be inaugurated on this occasion such as National Data Center, Nhon Trach 3 and 4 Power Plants, Lao Cai - Vinh Yen 500kV Power Line Project, preparing to inaugurate Phong Chau Bridge, oil and gas projects...
Here, we inaugurated the National Exhibition Center with a scale of 90 hectares, a total investment of more than 7,000 billion VND, completed in just 10 months, promising to be a space that contributes to promoting the development of Vietnam's cultural and entertainment industry and services.
- 161 new projects and works have been started with an investment scale of about VND 1,060,000 billion, playing an important role in the socio-economic development of localities, such as: Ngoc Hoi bridge connecting Hanoi city with Hung Yen, expanding Long Thanh - Ho Chi Minh City expressway, Ca Mau - Dat Mui expressway; Hon Khoai dual-use general port; Viettel Research and Development Center; Biotechnology center of the Ministry of Public Security; industrial infrastructure works; resettlement projects serving the North - South high-speed railway project and the Hanoi - Lao Cai - Hai Phong railway project...
Gia Binh International Airport, which started construction today, is one of the strategic infrastructure projects for security, defense, and economy, expected to be a bright spot on the regional and international aviation and logistics map.
In particular, there are 22 social housing projects that have started construction with tens of thousands of apartments. In addition, the national movement to join hands to eliminate temporary and dilapidated houses with more than 334,000 completed houses has become a "Special National Project", reaching the finish line 5 years earlier than the target set by Resolution 42-NQ/TW, dated November 24, 2023 of the 13th Party Central Committee, correctly demonstrating the "Work of the Party's Will, the People's Heart", in our country, there are basically no more temporary and dilapidated houses.
- The total investment capital for the above 250 works and projects is only about 37% State capital, the remaining 63% is private investment capital (fully implementing the Party's policy on developing the private economy, with State capital leading, activating all social resources). Investment capital is spread across all three regions of the North - Central - South, spanning all fields of socio-economics, science and technology, digital transformation, national defense and security, foreign affairs, health, education, sports, culture, social security, etc.

5. In order for the works and projects today to be inaugurated and started, on behalf of the Government, I would like to express my sincere thanks to the leadership and direction of the Central Executive Committee, which is regularly and directly led by the Politburo, the Secretariat, headed by former General Secretary Nguyen Phu Trong and current General Secretary To Lam, the participation of the entire political system; the support and active participation of the People, the business community and the cooperation and help of international friends.

I commend news agencies and the press for taking action, promoting and spreading advanced examples and models in implementing the recent key projects. In particular, I would like to thank the people for giving up land, moving houses, moving graves, and places of worship to implement projects and works.

6. Key socio-economic projects inaugurated and started today have many strategic significance, in "turning the situation around, turning the state" of the country's strategic infrastructure:
- Contributing to realizing the vision and policies of the Party and State in developing synchronous and modern strategic infrastructure, creating new development space, creating breakthroughs in economic connectivity, regional connectivity, creating an attractive investment and business environment, creating jobs, jobs, livelihoods for people, creating momentum to promote the country's development, creating brand value increase, reducing input costs, logistics costs, increasing the competitiveness of goods and enterprises.

7. 2025 is the year of many important events of the country, the year of organizing party congresses at all levels, towards the 14th National Party Congress, the beginning of a new era - the era of strong, civilized, prosperous development of the nation as General Secretary To Lam stated. Therefore, to quickly put the projects into exploitation, use, and serve the country's development goals in the new era and with the spirit of "the sooner the projects are implemented, the more effective they are, reduce ICOR, do not increase capital, do not prolong, people are happy, society is excited, the locality and the country develop", I propose:
Firstly, it is required that investors and related units organize the management, operation and exploitation and use of works and projects inaugurated today to ensure safety, promote investment efficiency, and ensure a bright - green - clean - beautiful environment. Localities will make the most of the advantages of projects to invest in planning, developing new space and infrastructure to promote the development of local socio-economy. At the same time, continue to care for the lives of people, especially families who have given up land for the project.
Second, it is recommended that localities, investors, contractors, agencies and units concerned focus on legal issues, investing in equipment, human resources, and resources, urgently resolving necessary administrative procedures to quickly implement construction, strive to exceed the schedule, improve quality, and soon put works and projects into operation and effective use.
Third, requires all levels and sectors to promote decentralization and delegation of authority along with resource allocation to " locality decides, locality does, locality is responsible" and strengthen inspection and supervision. Focus on removing institutional barriers and cutting cumbersome administrative procedures for people and businesses. Ensure assigning "6 clear": clear people, clear work, clear time, clear responsibilities, clear products, clear authority, to "3 easy": easy to check, easy to urge, easy to evaluate.
Fourth, the implementation of projects is in the spirit of "3 yes" and "2 no's", in which "3 yes): has the interests of the State, has the interests of the people, has the interests of businesses and "2 no's": no corruption, negativity, no loss, waste of assets, labor, and money of the people. During the implementation process, especially when facing difficulties and problems, it is necessary to uphold the spirit of solidarity, "ideology must be clear, determination must be high, efforts must be great, action must be drastic and effective, work is done, work is done" and immediately report to competent authorities for handling and resolution.

On this occasion, I request all levels, sectors, localities, enterprises, organizations and individuals to continue to strive and enthusiastically compete to speed up the completion of works and projects, and put them into operation in 2025, in which the completion of procedures will be accelerated to towards the inauguration and simultaneous start of construction on December 19, 2025, welcoming the 14th National Congress of the Party.

8. Promoting the heroic and historic August Revolution. Building a peaceful, united, independent, democratic, self-reliant, prosperous and civilized Vietnam.
