"Mr. Mr. President of the General Assembly, Mr. Secretary-General of the United Nations, Ladies and Gentlemen,

The history of human development has witnessed great progress. Human intelligence has helped change the world, making human life better, more developed, more perfect in all aspects. However, it is also humans who are the cause of the difficulties and challenges that humanity is facing. Specifically, it is the cause of climate change, epidemics, resource depletion or the creation of weapons of mass destruction... Right now, the choices we make in the present will shape our future.

Faced with the rapid development of science and technology, the goal of sustainable development of the world and the interests of humanity must be placed at the center, as our highest goal. Scientific and technological achievements must serve social progress, be oriented towards humanity, liberate humanity, develop humanity comprehensively, constantly improve life, ensure the interests and happiness of humanity and for future generations.

Scientific and technological achievements need to promote cooperation, not become tools against nations, going against the aspirations of peace, development, equality and justice of nations. Achievements of human intelligence must focus on economic development, building a fair and civilized society, improving people's quality of life, and reducing poverty. Accordingly, we propose to increase investment in medical research, education and training, digital transformation, green transformation and solutions to serve the masses, and reduce investment in research and manufacturing of weapons of mass destruction with the goal of peace, stability, sustainable development and equality among nations and peoples around the world.

In this turning point, we need to strengthen solidarity, cooperation and mutual respect, abide by international law and the United Nations Charter and resolve disagreements and disputes by peaceful means. Major countries need to act responsibly and share common achievements in scientific and technological research for mutual development. The United Nations and regional organizations, including ASEAN, need to take the lead in promoting cooperation and coordinating actions in responding to global challenges and taking advantage of opportunities from scientific and technological advances.

We are facing a historic opportunity to bring the world into a new era, a new and better era of development, for progressive development, social justice, for a prosperous, free and happy life for the people when we unite in awareness, action, effort and close and effective cooperation.

Vietnam welcomes the documents adopted at the conference and hopes that their contents will be implemented resolutely and effectively. We hope that the United Nations, with its central and coordinating role, and international organizations will continue to make more practical, effective and stronger contributions to the goal of preventing dangers to the rapid and sustainable development of the world right from today.

Vietnam pledges to actively and effectively contribute to common efforts to build a world of peace and equal development for a prosperous and happy life for humanity.
