On the evening of September 11 (local time), the special plane carrying General Secretary and President To Lam, his wife, and the high-level Vietnamese delegation left Paris, successfully concluding their official visit to the French Republic and attending the Cosmos Summit, at the invitation of French President Emmanuel Macron.
During the visit, General Secretary and President To Lam held talks with French President Emmanuel Macron; witnessed the handover ceremony of cooperation documents between Vietnam and France; met with the press before the talks; met with leaders of some leading corporations and businesses of France and Vietnam; met with French Prime Minister Sebastien Lecornu; met with French Senate President Gerard Larcher; met with National Secretary of the French Communist Party Fabien Roussel.
On this occasion, General Secretary and President To Lam attended the Space Summit in Paris, France and had meetings and exchanges with the President of Serbia, the President of the Republic of Congo, the Prime Minister of Bulgaria, the President of Finland, the Prime Minister of Luxembourg, the President of the European Commission to promote cooperative relations with these important partners; visited a number of French technology and energy research facilities and received a number of Vietnamese technology experts.
Also during the visit, General Secretary and President To Lam and his wife visited and offered flowers at the Statue of President Ho Chi Minh, in Montreau Park (Montreuil city); met with officials and staff of the Embassy and representatives of the Vietnamese community in France.
On this occasion, French President Emmanuel Macron awarded the Legion of Honor, the most prestigious national award of France, to General Secretary and President To Lam.
The two sides issued a Joint Statement on promoting the implementation of the Comprehensive Strategic Partnership framework. Regarding the direction of cooperation in the coming time, General Secretary and President To Lam and French President Emmanuel Macron agreed to maintain regular high-level and high-level contacts on all channels: Party, Government, National Assembly and people-to-people exchanges; effectively implement existing cooperation mechanisms, and study to deepen specialized cooperation to meet development needs in the new context.
Sharing a vision towards the future, the two sides agreed to maximize the advantages of France as a leading scientific power in Europe, officially making scientific and technological cooperation a new, key pillar in bilateral relations. Breakthrough focus will be on strategic areas such as aerospace, essential minerals, quantum technology, clean energy and research to serve sustainable development, responding to climate change.
The two sides agreed to maximize the potential in traditional cooperation fields, transition to more inclusive and effective linkage models; strengthen cultural exchange and people-to-people exchanges through the organization of Culture Weeks/Days of each country, in the immediate future the Vietnamese Day program in France in October 2026; continue to promote extensive cooperation in health, education - training...
On this occasion, the General Secretary and President requested France to continue to create conditions for the Vietnamese community in France to integrate deeply and develop strongly; have mechanisms to maximize the potential of Vietnamese experts, intellectuals and scientists, both contributing to the locality and promoting bilateral relations.
Exchanging views on regional and international issues, the two sides agreed to strengthen coordination and mutual support at multilateral forums, especially at the United Nations and within the ASEAN - EU framework.
The official visit to France by General Secretary and President To Lam, his wife and the high-level Vietnamese delegation continues to affirm Vietnam's special importance to the Vietnam-France Comprehensive Strategic Partnership; it is also an opportunity to connect France's strengths in science and technology, innovation and strategic technology industries with Vietnam's new development needs.
