Regulations on the Party's organization system
Regulation No. 208-QD/TW stipulates the contents of the Party's organizational system; Organizational principles and organizational structure of the Party; Party members; Party organizations in the Vietnam People's Army (VPA) and the Vietnam People's Police (VPA); Inspection, supervision, commendation, discipline; Party leading the State, Fatherland Front, socio-political organizations; Party finance.
According to Regulation No. 208-QD/TW (Regulation), the Party's organizational system is organized according to commune-level, provincial-level, city-level and central-level administrative units. This is the basic organizational system of the Party with comprehensive leadership functions at each level and of the entire Party.
The establishment of Party organizations in Party agencies, State agencies, Fatherland Front and socio-political organizations: At the central level, the establishment of Party committees of Central Party agencies; National Assembly Party Committee; Government Party Committee; Fatherland Front Party Committee, central organizations directly under the Party Central Committee.
In provinces and cities (collectively referred to as provincial level), establish Party committees of Party agencies of provinces and cities and Party committees of People's Committees of provinces and cities directly under provincial Party committees. Pilot the establishment of Party committees of People's Councils of provinces and cities and Party committees of the Fatherland Front, and mass organizations of provinces and cities directly under provincial Party committees.
At the commune level, the provincial party committee decides to establish a commune, ward, and special zone party organization that is a grassroots party committee directly under the provincial party committee.
Party organizations in the Vietnam People's Army and the Vietnam People's Police according to the regulations of the Politburo.
The Party's organizational principles and organizational structure, the Regulation clearly states a number of regulations on the implementation of the principle of democratic centralism.
Regarding the working regulations of Party committees, the Politburo issued model working regulations for Party committees directly under the Central Government. The Secretariat issued model working regulations for provincial and city Party committees, grassroots Party committees; Party committees directly under the Central Government (excluding the Central Military Commission, Central Public Security Party Committee) issued model working regulations for grassroots Party committees, departmental Party committees and Party cells according to the guidance of the Central Organization Committee.
Regarding the implementation of the principle of self-criticism and criticism, according to regulations, every year, the Politburo, the Secretariat, the standing committees of provincial-level Party committees, the standing committees of grassroots Party committees, Party committees directly under grassroots levels, departmental Party committees, Party cells, and inspection committees must self-criticize and criticize collectives and individuals, review the exemplary responsibility of cadres and party members; have plans and measures to promote strengths and overcome limitations and shortcomings.
At the end of the congress term, the Party Central Committee, the Politburo, the Secretariat, Party committees at all levels, standing committees of Party committees, Party cells, inspection committees, Party committee members at all levels, Party cell members, inspection committee members, and collective leaders of specialized advisory and assisting agencies of the Party Central Committee and Party committees at all levels must conduct self-criticism and criticism associated with reviewing and evaluating the results of the congress resolution.
Age and education level of people joining the Party
For party members, the Regulation clearly stipulates the age and educational level of people joining the Party. Regarding age, at the time the Party cell considers admission, people joining the Party must be 18 years old to 60 years old (calculated monthly); the admission to the Party of people over 60 years old is considered and decided by the Party Committee directly under the Central Government.
Regarding educational level, people joining the Party must complete the secondary school education program or higher; for the educational level of people joining the Party who are living in mountainous areas, islands, ethnic minority areas, areas with particularly difficult socio-economic conditions,... not ensuring general regulations, then implement according to the guidance of the Secretariat.
The regulation also clearly states a number of specific regulations on the Party leading the State, the Fatherland Front and socio-political organizations. The Party unanimously leads cadre work and manages the contingent of cadres, in parallel with promoting the role and responsibility of organizations and heads of organizations in the political system regarding cadre work.
Regulation No. 208-QD/TW takes effect from the date of signing. Regulations previously contrary to the content of this Regulation are all abolished.
