"Compatriots, officers and soldiers across the country!
In recent days, many localities of our have continuously suffered from prolonged heavy rain, rapid floods, landslides, deep flooding, traffic disruption, causing heavy damage to people and property. In many places, people had to evacuate urgently at night, their houses were swept away, their livelihoods were interrupted, and their lives were turned upside down. Especially serious are the Central provinces from Ha Tinh to Quang Ngai, where floods and landslides are developing very complicatedly, continuing to threaten the safety of the people.
While working abroad, I always followed the situation with anxiety and determination. I would like to send my most sincere regards and deepest sharing to all people affected by natural disasters in the past few days. I would like to express my condolences to the families of those whose relatives have unfortunately died in floods and landslides; and my sincere encouragement to those who are injured, are still isolated, and are struggling to cope with the lack of electricity, clean water, and safe housing.
I highly appreciate and appreciate the sense of responsibility, timeliness, dedication and courage of local Party committees and authorities, especially grassroots authorities; of police forces, the army, health workers, youth volunteers; of rescue forces, organizations, the Fatherland Front, social organizations, businesses and people. Many officers, soldiers and people did not take any risks to evacuate people, bringing food, warm clothes, and medicine to each deeply flooded spot and each isolated area. That is the love of compatriots, the tradition of "sharing food and clothes", the strength that makes Vietnamese bravery.
I request that Party committees, authorities, the Fatherland Front and organizations in all localities affected by natural disasters - especially the provinces from Ha Tinh to Quang Ngai - continue to focus on the urgent task immediately: saving people, protecting people's lives is paramount, first of all. It is necessary to review, warn and immediately evacuate households in areas at risk of flash floods and landslides; absolutely do not let any people go hungry, cold or isolated without timely support. It is necessary to ensure safe temporary accommodation, clean water, medicine, and special care for the elderly, children, pregnant women and vulnerable groups.
I request that local forces urgently repair the initial necessary infrastructure: transportation, electricity, and communications; promptly count the damage, proactively support the most disadvantaged people in advance; prioritize the restoration of schools, health stations, and urgent civil works so that people can soon return to normal life. Central ministries, departments and branches must go directly to the area, grasp the situation, handle each task specifically, not formally, and not leave any gaps in responsibility. All support must reach the right person, the right need, the right time.

Natural disasters may continue to be complicated. But in the midst of hardship, we see more clearly national affection, more we understand the power of solidarity, of the Vietnamese people's love. I firmly believe that with the drastic participation of the entire political system and with the resilient and humane spirit of our people, people in disaster-affected areas will rise up, stabilize their lives and restore production as soon as possible.
