Deputy Prime Minister Tran Hong Ha has just signed Official Dispatch No. 203/CD-TTg dated October 27 of the Prime Minister directing ministries, branches and localities to focus on emergency response and overcoming the consequences of heavy floods in the Central region.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, on October 27, floods on rivers in Hue and Da Nang will continue to rise. Floods on the Bo River in Phuoc are likely to exceed the historical flood in 2020 by about 0.2-0.3m; on the Huong River in Kim Long, it will rise about 1.2m above alert level 3 (about 1.11m below the historical flood level); on the Thu Bon River in Cau Lau, it will continue to rise and remain above alert level 3.
There is a high risk of widespread flooding in Hue and Da Nang cities; flash floods, landslides on steep slopes, especially in mountainous areas of localities from Quang Tri to Quang Ngai.
The Prime Minister requested the Chairmen of the People's Committees of the provinces and cities: Quang Tri, Hue, Da Nang, Quang Ngai and the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade and relevant ministries and branches to continue to focus on directing the drastic and effective implementation of work to prevent, avoid and respond to heavy floods, inundation, flash floods, and landslides according to the direction in Official Dispatch No. 202/CD-TTg dated October 22, 2025 of the Prime Minister.
Chairmen of the People's Committees of Quang Tri, Hue, Da Nang, and Quang Ngai provinces and cities continue to direct the organization of close monitoring, full updates, timely information on the situation and forecasts of flood developments so that people can proactively respond, preventing people from not being able to grasp information about natural disasters; increase dissemination and instruct people on skills to respond to each natural disaster situation, especially for landslides, flash floods, and inundation.
Review and detect areas at risk of flash floods, landslides, and deep flooding to promptly warn people and proactively evacuate people to safety. Deploy forces and means to control, guide, support traffic, arrange rescue and relief forces, especially in areas at risk of isolation due to landslides and flooding to be ready to respond when bad situations occur.
Deploy the protection of dykes and dams according to the warning level; closely monitor and proactively coordinate with competent agencies of the Ministry of Agriculture and Environment, the Ministry of Industry and Trade to direct the operation of irrigation dams and hydroelectric power plants in the area...
Based on the specific situation in the locality, decide to let students stay home from school and implement measures to ensure the safety of people's lives.
"Focus on directing and urgently organizing visits and encouragement; timely support of food, provisions, drinking water, medicine and essential necessities for people in affected areas. Ensure that people are absolutely not hungry, cold, lack clean water, and do not receive medical support when they are sick" - the Official Dispatch stated.
Immediately after the water recedes, it is necessary to urgently mobilize forces to deploy environmental sanitation, disinfection, disease prevention and control. At the same time, support people to repair their houses, quickly restore production (especially agricultural production), and soon stabilize their lives.
