On November 15, a national conference was held in Hanoi to disseminate the Politburo's Directive, deploy the election of 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term.
Speaking at the Conference, General Secretary To Lam stated that since the first General Election in 1946 to date, our country has successfully organized 15 National Assembly elections. Each election is an important milestone, associated with a historical period and different results of the nation.
Each vote of voters over the past 8 decades has been a vivid symbol of trust, the strength of national solidarity, the sense of responsibility, and the will to master the country of our people; affirming the democratic, progressive, and humane nature of our State.
All power belongs to the people, our State belongs to the people, by the people and for the people - the General Secretary affirmed.
The General Secretary said that the 16th election taking place on the occasion of the 80th anniversary of the First General Election Day will continue the country's democratic source, affirming the strength of national solidarity, bringing the country steadily forward in the new era.
The success of the election will create an important stepping stone in building and perfecting the new term State apparatus, creating a solid political and social foundation to successfully implement the Resolution of the 14th National Party Congress.
5 key issues that need to be thoroughly understood in a successful election
For the 16th National Assembly election and People's Council delegates at all levels for the 2026-2031 term to be a great success, General Secretary To Lam emphasized 5 key issues that need to be thoroughly grasped.
First, focus on leading personnel well, this is the most key stage of the election.
Accordingly, the introduction of candidates must be conducted publicly and transparently, listening to opinions widely from the grassroots but must be strictly ensured, closely linked to the planning of cadres, results of Party Congresses at all levels and closely following the requirements of streamlining the political system, implementing the two-level local government model; ensuring inheritance, connectivity and innovation.
Regarding the structure of delegates, it is necessary to ensure a harmonious representation between sectors, classes, gender, age, regions, female delegates, young delegates, intellectual delegates, workers, and farmers.
We strive to elect a sufficient number and structure of delegates, but the quality of delegates is given top priority - the General Secretary said and emphasized that National Assembly deputies and People's Councils must truly be loyal representatives of the people, speak the people's voice, take care of the people's work, protect the legitimate rights of the people, and directly be the people in their election areas.
Stating the need to select and introduce people who are truly outstanding in quality and capacity, the General Secretary said that the 2026-2031 term is a key period to realize the country's two 100-year strategic goals with very high requirements.
Therefore, we need to prioritize introducing people with innovative thinking, daring to think, daring to speak, daring to do, daring to take responsibility, having vision and capacity to participate in policy making to create local and national development in the new period.
On the contrary, it is necessary to carefully screen and resolutely eliminate from the beginning those who show political opportunities, ambition for power, conservatism, sectional ideology, locally, individuals who are unethical, dishonest or have signs of violations being inspected and examined by competent authorities.
