Concluding the meeting, General Secretary To Lam acknowledged the efforts of the Government Inspectorate and the entire inspection sector in receiving people, handling complaints and denunciations in the past time.
In addition to the achieved results, the General Secretary also assessed that the inspection and settlement of complaints and denunciations of the inspection sector is still limited when there are still many long-term complaint groups, focusing on the Central Government; many cases are at risk of becoming hot spots, focusing on complaints related to compensation for site clearance, land, and resettlement.

pointing out many reasons for the above situation, the General Secretary noted that there are still inadequate policy mechanisms, people's awareness of law compliance, and the mentality of complaining and suing above, however, the subjective reasons are still the main ones.
In particular, the work of resolving, receiving people, and resolving policies, especially of local government committees, has signs of laxity and lack of democracy;
Inspection work in some localities is still limited, dialogue and reception of people are still formal, pushing and avoiding responsibility; the legitimate rights of people and businesses have not been fully guaranteed, understanding and reasonable.
Emphasizing the requirements and tasks in the coming time, the General Secretary requested Party committees at all levels to effectively implement Conclusion No. 07 of the Politburo on continuing to strengthen the leadership of the Party in receiving people, handling complaints and denunciations; Regulation No. 11 of the Politburo on the responsibility of leaders in receiving people, handling complaints and denunciations.

The General Secretary requested the Government Inspectorate and the inspection sector, together with departments, ministries, branches and localities, to focus on resolving 220 complicated cases, often brought to the Central Government, not to let hot spots arise on security and order, and resolve them completely in the second quarter of 2025.
"Review and resolve the issue from the grassroots level, limit the incident to the Central level; any locality that allows a complicated and prolonged complaint to occur must be held responsible by the local head" - General Secretary To Lam emphasized.

The General Secretary assigned the Central Inspection Committee to review and inspect each locality, and local leaders were irresponsible in handling complaints, denunciations, and receiving people.
The Government Inspectorate Party Committee reports the progress of inspection work, complaint and denunciation settlement monthly, clearly defines responsibilities, as well as strengthens close coordination between the Government Inspectorate with departments, ministries, branches and localities, thereby preventing large crowds and complaints beyond the level.
The Central Public Security Party Committee directed the Public Security force to grasp the situation, advise local government Party committees to effectively conduct inspection work, resolve complaints and denunciations, and handle cases right at the grassroots level, not to let hot spots occur, classify and handle the subjects who took advantage of complaints to fight against the Party and the State, ensuring security and order.
Promoting digital transformation in handling petitions
Also at the meeting, General Secretary To Lam assigned the Government Party Committee to direct the Government Inspectorate to implement a project to rearrange inspection agencies to be streamlined, strong, effective, efficient and efficient;
Focus on reviewing and amending the legal system to receive citizens, preventing waste and negativity; documents to ensure consistency and unity;
Promote digital transformation in handling petitions for receipt of people, ensuring connectivity between the Government Inspectorate and departments, ministries, branches and localities; complete land database and inspection data, thereby determined to create clear changes in this field.

At the meeting, Government Inspector General Doan Hong Phong reported on the situation and results of inspection work, handling complaints and denunciations. At the same time, assess the reasons for the prolonged complaint situation.
In particular, State management in some areas is still weak; some civil servants have not fully fulfilled their assigned duties and responsibilities; the work of receiving people, complaints, denunciations, and resolutions still avoids and fears collision, causing the incident to not be resolved from the beginning.
