On August 27, in Hanoi, General Secretary To Lam met with nearly 2,000 National Assembly deputies from different periods on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
Speaking at the meeting, General Secretary To Lam said that over the past 80 years, the development path of the Vietnamese National Assembly has been a steadfast, creative and constantly innovative journey.
Since the historic General Election on January 6, 1946 - the first democratic election in the history of our country, the National Assembly has resolved the most important issues of the country.
After two long-term resistance wars, then the period of national reunification, national construction and defense; Entering the process of Innovation and extensive integration, the National Assembly always accompanies the nation, being the place where important decisions according to the will and aspirations of the people are discussed democratically, carefully approved, and implemented vigorously.
Today, we honor the National Assembly not only as the highest state power institution, but first of all as a common house of people's deputies, carrying a heavy but noble responsibility: listening to the people, speaking the people's voice, protecting the legitimate interests of the people - General Secretary To Lam said.
According to General Secretary To Lam, in each law, each resolution has the mark of the sweat, efforts, and collective intelligence of many generations of delegates; is the crystallization of trips to the grassroots, living with the people, breathing with the breath of the people.
According to General Secretary To Lam, since the 10th Central Conference of the 13th tenure (September 2024) until now, the Central Executive Committee has resolved a huge amount of work to be determined and determined to successfully implement the Resolution of the 13th Party Congress, achieving the socio-economic development targets for the 2020-2025 term.
In particular, the strong, drastic and scientific implementation of Resolution No. 18 of the 12th Party Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient and deciding to organize 3-level government.
Basically, according to General Secretary To Lam, after 2 months of operation, the operation of organizations, agencies and units in the 3-level political system, especially at the commune level, has operated synchronously and smoothly, basically meeting the requirements of the people, serving the people better and more conveniently. The connection between the central level, the provincial level and the commune level is gradually being perfected in a new administrative apparatus.
The organization and reorganization of the apparatus has helped the function of social governance and local governance become more effective and smarter, administrative reform is stronger and more extensive, closer to reality, and people are served faster and better.
The process of streamlining the apparatus and rearranging administrative boundaries also saves the budget, assets and time for the state more. But the most important thing here is to create a space, an opportunity, a new position and strength for development, for the goal of "taking off" of the nation.
General Secretary To Lam added that many difficult and big issues were discussed in the Politburo, the Secretariat and asked for opinions from the Central Executive Committee, basically all of those important and strategic contents and revolutions achieved high consensus on policies, plans, plans, implementation roadmaps, etc.
Therefore, the work that the Central Executive Committee has recently carried out is considered "correct", "accurate", supported by cadres, party members and people; the volume of work resolved is assessed to have truly demonstrated the spirit of " saying goes hand in hand".

Will issue a resolution on education and health care for the people
General Secretary To Lam said that in the first 6 months of 2025, the world and regional situation will face many challenges and obstacles, but the Party and the government still aim to complete the socio-economic development plan targets in 2025, especially the GDP growth target in 2025 of 8% or more. GDP growth in the first half of 2025 reached 6.93%; in the second quarter reached 7.96%, and in the first 6 months it is estimated to reach 7.52%.
The decision to exempt tuition fees for high school students from kindergarten to the end of high school from this new school year; the policy of building inter-level schools I-II for 248 border communes on land; increasing health insurance support... are policies that are supported and highly appreciated by the people of the whole province.
In the coming time, the Politburo will issue a new resolution on education, training and health care for the people.
Hopefully, the birth of these two resolutions will create new changes in our country's education system and people will enjoy better policies than today on health care and health care.
Another issue, General Secretary To Lam said, there has never been a period when the Party and State have paid attention to investing in development of national defense and security like the current period.
Our people's armed forces are rapidly moving towards a disciplined, elite, modern goal; strong enough to fight and win against all types of war; strong enough to maintain political security and social order and safety, not letting the country fall into a passive or unexpected situation.
National defense and security are currently an effective foreign channel to maintain peace, stability and development for the country.
Both the army and the police are reorganized in a streamlined, compact, and strong direction; the national defense and security posture is arranged in accordance with the new development space of the country.
Military art and security art have been raised a step in line with the current situation. Forces, weapons, military equipment, and security are capable of meeting the task of protecting the fatherland.
territorial sovereignty and national integrity are guaranteed and maintained; national defense and security strength is much stronger than before; the Army and police have mastered and produced many types of modern weapons and equipment. Hopefully, the parade on September 2 will introduce a part of the strength of the People's Armed Forces to you comrades.
