On the morning of January 8, the Government organized a national online conference with local authorities to assess the results of 2025 and deploy tasks for 2026.
General Secretary To Lam attended the Conference. Also attending the conference at the Government headquarters and local bridge points were Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Standing Secretary of the Secretariat Tran Cam Tu; Politburo members, Secretariat members, Central Committee members, leaders of central and local departments, ministries, and branches.
Speaking at the opening of the conference, the Prime Minister clearly stated that 2025 will achieve an economic growth rate of 8.02% (belonging to the group of high-growth countries in the region and the world), while maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; budget deficit, public debt lower than the prescribed limit...
Besides the basic results achieved, we frankly acknowledge that there are still some limitations, inadequacies, and difficulties that need to be overcome.
In which, economic restructuring, improving the quality of growth, developing science and technology, digital transformation, green transformation need more efforts; the pressure to manage macroeconomic stability, exchange rates, and interest rates is still high due to external pressure; environmental pollution and traffic congestion have not been effectively handled...

The Prime Minister raised a number of key issues, suggestive for the conference to focus on discussing and giving more opinions.
Accordingly, what is noteworthy about the context of the situation in 2025 and the 2021-2025 term; what are the negative factors that greatly affect our country? Regarding leadership, direction, and administration, have we really been highly determined, made great efforts, acted decisively, and had solutions to "turn the situation, change the status", "transform danger into opportunity"? Have all levels, sectors, and localities really closely followed the situation, reacted to policies proactively, promptly, appropriately, and effectively?
Regarding the results of 2025 and looking back at the period 2021-2025, what are the highlights? What are the data proving high growth and macroeconomic stability? What are the highlights and breakthroughs in strategic infrastructure? What are the progress in the fields of culture, society, and people's lives? What are the results of eliminating temporary houses, dilapidated houses, building social housing, and overcoming the consequences of natural disasters and storms?

Regarding limitations, inadequacies, causes and lessons learned, the Prime Minister proposed to clearly identify what are the bottlenecks, difficulties, and obstacles in the fields? What are the objective and subjective causes? Why are some places doing well, while others are not? At the same time, share lessons learned from practice...
Regarding the main tasks and solutions for 2026 and the coming time, the Prime Minister proposed to clearly analyze the context of the situation, what new breakthrough solutions are needed? What is the focus of direction and administration?
How should the 14th National Congress Resolution and 10 breakthrough Resolutions of the Politburo be thoroughly grasped and implemented? What are breakthrough solutions to achieve the double-digit growth target, associated with macroeconomic stability? What should breakthroughs in institutions, infrastructure, and human resources be done?
