After the solemn official welcoming ceremony at the Royal Palace of Cambodia on the morning of February 6, General Secretary To Lam met with Samdech Techo Hun Sen.
Congratulating the success of the 14th National Congress of the Communist Party of Vietnam and Comrade To Lam continuing to be trusted and elected as General Secretary, Samdech Techo Hun Sen expressed his belief that under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, the Vietnamese people will continue to achieve great achievements, successfully implement the goals set by the Party, contributing to the common development of the region and the world; affirming that Cambodia always values and wishes to constantly consolidate the good neighborly relationship, traditional friendship, comprehensive cooperation, and long-term sustainability.
Samdech Techo Hun Sen highly appreciated Vietnam's development, especially in socio-economics; wished the two sides to continue to strengthen market opening to connect the two economies.
General Secretary To Lam expressed his emotion and respectfully thanked the solemn, friendly, and thoughtful reception that the Royal Family and people of Cambodia gave to the General Secretary and the high-level Vietnamese delegation, vividly showing the solidarity, traditional friendship and comprehensive cooperation between the two countries and two peoples.
Sharing with Samdech Techo Hun Sen about the situation in Vietnam and the 14th Party Congress, the General Secretary affirmed that Vietnam's achievements have the valuable support and assistance of international friends, especially neighboring countries, including Cambodia; respecting and grateful for the sincere support and assistance of the late King Norodom Sihanouk, Queen Mother Norodom Monineath Sihanouk, King Norodom Sihamoni and generations of Cambodian leaders and people for Vietnam in the cause of fighting for independence in the past and building and protecting the Fatherland today.
The two sides also informed each other of development goals and directions so that each country and the three countries Vietnam, Cambodia, and Laos could coordinate and develop together.
Also on the morning of February 6, General Secretary To Lam visited Empress Dowager Norodom Monineath Sihanouk at the Royal Palace.

The General Secretary expressed his deep impression of the achievements that the Cambodian people have achieved in recent years; affirming that for the Vietnamese people, the image of the late King Norodom Sihanouk, Empress Dowager Norodom Monineath Sihanouk and King Norodom Sihamoni are always noble symbols of Vietnam-Cambodia friendship.
Informing about the success of the 14th National Congress of the Communist Party of Vietnam, General Secretary To Lam affirmed that Vietnam is steadfast in its goal of rapid, sustainable, independent, and self-reliant development, associated with deep and effective international integration.
Empress Dowager and the General Secretary reviewed the nearly 60-year historical journey of relations between the two countries, agreeing to continue to deepen the good neighborly relationship, traditional friendship, comprehensive cooperation, and long-term sustainability for the benefit of the people of the two countries, for peace, stability, cooperation and development in the region and in the world.
On this occasion, General Secretary To Lam respectfully invited Empress Dowager Norodom Monineath Sihanouk and King Norodom Sihamoni to visit and rest in Vietnam at a suitable time.
