Concluding the working session, General Secretary To Lam praised the very commendable results achieved by the province, showing the persistent and consistent renovation process, with the spirit of daring to think, daring to do, daring to take responsibility for the common good, creating the bravery, prestige and position of Quang Ninh in the new development period.
However, the General Secretary also said that Quang Ninh still faces strategic limitations, if not identified and handled promptly, it will reduce its leading role.
Emphasizing that, in the context of the whole country aiming to become a developed, high-income country by 2045, the General Secretary requested the Party Committee, government and people of Quang Ninh to thoroughly grasp the spirit of the 14th Party Congress and synchronously and drastically implement key strategic orientations, in which it is necessary to immediately implement an action program to promote Quang Ninh's rapid and sustainable development in the spirit of saying less, doing more, and working to the end.
The number one requirement is that Quang Ninh organize the implementation of the Resolution of the 14th Party Congress with a clear and effective action program, correctly defining "the subject - roadmap - resources - destination", accompanied by assigning responsibilities, deadlines, output products and specific monitoring mechanisms, not spreading out tasks but focusing on selecting a number of "national tasks" to model and create standards, such as data-based development management, marine - island and digital economy, border-crossing economic cooperation, tourism - high-quality heritage.
Quang Ninh needs to continue to affirm its pioneering role, proactively propose and act; boldly implement specific mechanisms on land, finance, investment, science and technology, marine economy, border economy and urban economy to expand the growth space and create breakthroughs.
Authorities at all levels must substantially shift from "management" to "creativity, service", taking service efficiency and development quality as measures; promote the simplification of administrative procedures, digitization, transparency and governance based on data, analysis, and forecasting.
Thoroughly grasping the spirit of the 14th Party Congress, Quang Ninh considers implementation discipline and responsibility associated with results as mandatory requirements. This is the most important basis for assessing cadre capacity. Public investment focuses on dynamic projects, prepares carefully, disburses quickly but ensures quality and spillover effects; manages public assets, land and budget closely and transparently to combat loss and waste.
This foundational discipline is the basis for the province to affirm its leading role and create a premise for a major and sustainable breakthrough in the coming period," the General Secretary directed.
The General Secretary also requested that the locality restructure the development space, integrate sea and islands - borders - heritage - urban areas into a complete ecosystem. Because, if continuing to connect individual projects, Quang Ninh will find it difficult to create momentum and long-term advantages; continue to implement solutions to create breakthroughs in growth momentum, including taking S&T, digital transformation, green economy and modern marine economy on the foundation of high-quality human resources, towards Quang Ninh needs to position itself as a high-quality human resource center of the region, forming an ecosystem of training, research, innovation and entrepreneurship; developing high-quality vocational training, research centers and innovation space.
Along with policies to attract, value, and retain talents, the province needs to improve the quality of the contingent of officials to meet modern governance, integration, and leadership capacity for development in the new stage.
The General Secretary clearly stated that, in the spirit of the 14th Party Congress, the province also needs to continue to implement institutional reforms such as reducing administrative procedures and business conditions; thoroughly handling backlog and slow-progressing projects with a mechanism of clear responsibility, clear deadlines, and clear results; ending evasion and pushing.
In particular, Quang Ninh also needs to focus on building a Party Committee and a "action - discipline - dare to take responsibility" apparatus, modernizing leadership methods associated with controlling power.
According to the General Secretary, the 14th Congress sets out a key requirement to improve the organizational and implementation capacity of the Party and the apparatus, taking it as a measure of leadership quality. For Quang Ninh, the central task is to build a Party Committee and a political system of action, discipline, unity of will and dare to take responsibility, with enough bravery to turn resolutions into results.
The focus is on strict enforcement discipline, all policies are associated with personal responsibility, especially the head; ending evasion and pushing. Going hand in hand is a mechanism to protect cadres who dare to think and dare to do for the common good, innovate with control, not loosen principles.
On the foundation of being ahead in digital technology, the new phase requires digital discipline, clear assignment of tasks, close monitoring, evaluation according to results and public disclosure of responsibilities, thereby effectively controlling power, improving the quality of decision-making and operating capacity. At the same time, continue to build a clean and strong Party Committee; resolutely prevent and combat corruption and negativity; build a contingent of cadres, especially at the grassroots level, with bravery, innovative thinking, implementation capacity and spirit of serving the people.
The General Secretary emphasized that people's trust is the highest measure of the leadership capacity and prestige of the Provincial Party Committee in the new period.
