The whole country currently has 705 commune-level administrative units (UAs) that do not meet standards in terms of population and area. The Central Government does not have a policy to continue to merge communes and wards on a large scale. The current priority is to maintain stability and improve the capacity of grassroots governments to serve people and businesses.
However, information about the possibility of continuing to merge communes and wards is receiving great attention. Faced with this development, many provinces and cities have spoken out to clarify in order to stabilize the ideology of officials, civil servants and people.
Currently, the Ministry of Home Affairs is urgently developing documents guiding the arrangement of commune-level administrative units according to Conclusion No. 76-KL/TW for localities that really have needs, associated with orientations on forming core and typical commune-level administrative units.
At the same time, develop documents guiding the establishment of commune-level urban administrative unit models based on the actual situation of localities; complete in September 2026.
Up to this point, Tuyen Quang province has not had a policy to continue arranging administrative units at commune and ward levels in the area.
Currently, the province is assigning specialized agencies to review, research, and evaluate based on the prescribed criteria.
In case of further arrangement, it must be based on consensus, unity, and correct implementation of policies, procedures, and regulations.
According to the province's policy, whether to continue arranging or not, the ultimate goal is still to promote the effectiveness of the apparatus, creating a space for sustainable development, not simply reducing the number of administrative units.
In Ca Mau, the Provincial Department of Home Affairs affirmed that the province has not yet had a policy to continue arranging commune-level administrative units as the information reduced from 64 to 27 communes and wards is spreading on social networks.

The Central Government does not require adjustment or arrangement of all units. However, provinces and cities must carefully review and evaluate each commune-level UN.
For units that have not met the standards and criteria according to current regulations, review and re-evaluate, and if really necessary, propose adjustments and arrangements.
An important requirement emphasized by Mr. Phan Trung Tuan is that the Standing Committee of the Provincial Party Committee and the City Party Committee must be responsible for their proposals.
Accordingly, when proposing to the Central Government on the adjustment and arrangement of one or more commune-level units that do not meet standards, criteria or other specific cases of the locality, it must be ensured that the unit after adjustment can meet the development goals.
