Ho Chi Minh City promotes apparatus arrangement associated with staff screening

Ho Chi Minh City is implementing the arrangement and streamlining of the organizational apparatus in conjunction with reviewing and innovating institutions, while consolidating and screening the staff.

Chairman of Ho Chi Minh City People's Committee Phan Van Mai has just signed and issued a Directive on strengthening the implementation of measures to ensure a joyful, healthy, safe and economical Lunar New Year 2025.

According to the Directive, departments, branches, People's Committees of districts, Thu Duc City and state-owned enterprises in the city will implement the arrangement and streamlining of the apparatus according to the direction of the Central Government; promote the arrangement of the apparatus associated with reviewing and innovating institutions, while consolidating and screening the staff.

Agencies and units need to maintain administrative discipline and strictly perform public duties. Staff must renew their awareness and actions, complete work on schedule, and resolutely handle delays or shirking of responsibility. Work tasks for 2025 are directed to begin urgently from January.

The city continues to promote key breakthrough projects, including: the project of the regional and international financial center in Vietnam; the project of infrastructure development, research on the coastal road project; the Thu Thiem - Long Thanh railway project; the Can Gio international transit port project; the Ring Road 2, Ring Road 3, Ring Road 4 projects, etc.

Ho Chi Minh City also directed to continue to coordinate with ministries and branches to report to the Prime Minister to resolve legal problems beyond their authority, especially large projects. At the same time, the city focused on handling records and petitions of people and businesses, and improving the administrative reform index through solutions.

Regarding activities during the Lunar New Year 2025, the Ho Chi Minh City People's Committee directed agencies and units not to organize visits and New Year greetings to superiors; strictly prohibit giving gifts in any form; and not to use the budget, means, and public assets for festival activities contrary to regulations.

The Ho Chi Minh City Department of Finance has been assigned to closely monitor supply and demand and market prices, especially for essential goods during Tet. Any acts of hoarding goods or spreading false information that causes abnormal price increases will be strictly handled.

In the field of transportation, the Ho Chi Minh City Department of Transport will coordinate with relevant units to ensure adequate means of transportation, improve service quality and better serve people's travel needs during and after Tet. Any acts of oppressing customers, speculating on tickets, or unreasonable increases in ticket prices will be strictly handled.

The Ho Chi Minh City People's Committee also directed the Management Board of Export Processing Zones, Industrial Parks and High-Tech Parks to coordinate with relevant agencies to monitor the business operations, especially the plans for salary payment, bonuses and support for workers. The city will promptly support businesses facing difficulties to ensure the rights of workers and avoid labor disputes.

The directive of the Ho Chi Minh City People's Committee also requires the complete handling of outstanding administrative issues, strengthening administrative procedure reform and improving the administrative reform index. Spring festivals will be organized in conjunction with traditional education, limiting the organization of festivals too early or prolonged to avoid negative manifestations.
