According to the decision of the Ho Chi Minh City People's Committee, the Ho Chi Minh City Development Research Institute is responsible for organizing the implementation of the entire planning task in accordance with legal regulations.
This agency will take the lead in developing planning tasks, developing implementation plans, determining implementation progress; and at the same time, advising the Ho Chi Minh City People's Committee to select a consulting unit with sufficient capacity and experience.
The Ho Chi Minh City Institute for Development Studies also undertakes quality management, product acceptance organization, and completion of dossiers to submit and approve the Ho Chi Minh City General Plan before November 30, 2026.
The Ho Chi Minh City People's Committee also assigned the Institute for Development Studies to proactively propose a plan to mobilize legal support resources from organizations and individuals outside the society to serve the planning work. The receipt and use of funding must ensure compliance with legal regulations, and not generate the sponsor's influence on the planning content.
In the process of implementation, the Department of Finance, the Department of Agriculture and Environment of Ho Chi Minh City, together with the Department of Planning and Architecture and related units, will coordinate to ensure progress and quality of tasks.
According to the Ho Chi Minh City People's Committee, the merger of Binh Duong and Ba Ria - Vung Tau into Ho Chi Minh City has opened up a completely new development space, forming a multi-functional megacity, converging leading financial, industrial and seaport centers in the country.
This poses an urgent requirement to quickly complete legal tools to unify management, administration and implementation.
In that context, the overall plan of Ho Chi Minh City according to new regulations plays a particularly important role. This is an integrated plan, both replacing provincial planning and replacing the general plan of the city, and at the same time becoming a direct legal basis for formulating, appraising and approving urban and rural planning, as well as assessing the suitability of investment projects in the area.
The overall plan of Ho Chi Minh City will include comprehensive assessments of the current situation of socio-economic development, population, population distribution, land use, urban and rural systems. On that basis, the city will identify development perspectives, build growth scenarios, and choose optimal options in regional linkages.
At the same time, the plan will also identify general objectives, specific objectives for each stage and long-term vision; propose strategic breakthroughs; shape models, structures and orient the organization of urban - rural development space throughout the area.
According to Resolution 260 of the National Assembly on amending and supplementing a number of articles of Resolution 98, only one overall plan will be developed in Ho Chi Minh City.
This plan is built on the basis of concretizing national-level planning, regional planning, and integrating the entire content of provincial planning and city general planning.
After being approved, the overall plan of Ho Chi Minh City will have legal value equivalent to the provincial plan and the general urban plan, becoming an important basis for implementing more detailed plans.
The Ho Chi Minh City People's Committee is the agency that approves the overall plan after it is approved by the Ho Chi Minh City People's Council. Based on this plan, the Ho Chi Minh City People's Council will decide on the list of urban and rural plans to be implemented simultaneously with the zoning plan and detailed plan, ensuring synchronicity and flexibility in implementation.
