32 officials whose benefits are not resolved, Quang Nam sends petition to the General Secretary

The Chairman of the People's Committee of Quang Nam province said that the province must send a petition to the General Secretary regarding 32 cases that have not been resolved.

On the morning of June 11, the National Assembly discussed in groups the arrangement of provincial-level administrative units in 2025.

Delegate Le Van Dung - Chairman of the People's Committee of Quang Nam province - said that there are still many problems with personnel work and policies for cadres. Therefore, it is necessary to quickly remove these difficulties to make the arrangement process smooth.

Firstly, the draft stipulates special cases where non-people People's Council delegates can be appointed as chairmen and vice chairmen of People's Councils at all levels. However, there are still problems, there are no regulations for the head of the People's Council. Therefore, it is recommended that the Minister of Home Affairs consider this issue to easily arrange cadres at all levels (provincial and commune levels).

Second, according to Conclusion 128 of the Politburo, it is stipulated to temporarily suspend the recruitment, appointment, and removal of management and leadership positions. However, currently, schools, hospitals, and health centers at all levels are lacking people (leadership) but cannot appoint. In which, schools lack principals, hospitals lack directors... but cannot be appointed.

The delegate said that this situation is happening in many provinces, including Quang Nam. Meanwhile, hospitals, schools, and medical centers are not affected too much in the process of arrangement and merger. Because even if Da Nang is merged with Quang Nam, schools and hospitals will remain there and will not be relocated.

He suggested that the Ministry of Home Affairs provide additional guidance on Conclusion 128 so that the provincial level can appoint these subjects to promptly manage when the high school exams are about to take place, preparing for the new school year.

Third, regarding policies for cadres, the Central Government has basically had policies and instructions for those who do not continue to work or quit their jobs. Although the number of cadres, civil servants and public employees quitting their jobs is relatively large, everyone is very happy and excited to welcome them.

According to the delegate, there is currently one unresolved issue: contracts. In which, the contract before January 15, 2019 is resolved with normal policies. Contracts from January 15, 2019 onwards, according to Decree No. 161/2018/ND-CP and Decree No. 111/2022/ND-CP, contracts with similar salaries for state cadres and civil servants will be subject to retirement or one-time retirement.

Contracts that are not subject to that date will not be resolved. Meanwhile, the number of these contracts is still large and unresolved.

In Quang Nam alone, there are 32 such cases, the province "can't accept" them, cannot resolve them and must send a petition to the General Secretary.

From there, he suggested that the Ministry of Home Affairs study and remove obstacles to help these subjects also enjoy some benefits when they quit their jobs to encourage the brothers, facilitating the arrangement process.
