District 3 reorganizes 10 existing wards into 3 new wards: Ban Co, Xuan Hoa and Nhieu Loc.
Ban Co Ward was established on the basis of merging Wards 1, 2, 3, 5 and part of Ward 4. The new Ban Co ward has an area of 0.99 km2, with a population of 67,634 people.
Xuan Hoa Ward was established on the basis of merging the entire Vo Thi Sau Ward and the rest of Ward 4. The new Xuan Hoa ward has a natural area of 2.217 km2, population of 48,464 people.
Nhieu Loc Ward was established from the merger of Wards 9, 11, 12 and 14. The new Nhieu Loc ward has an area of 1.71 km2, with a population of 88,090 people.
According to District 3 Party Secretary Nguyen Thanh Xuan, the current District 3 Party Committee and People's Committee headquarters at 99 - 99A Tran Quoc Thao will be used as a working place for the Party Committee, People's Council, People's Committee and the Vietnam Fatherland Front Committee of Xuan Hoa Ward.
Ban Co Ward will be arranged with three separate working locations: one headquarters for the Party and mass organizations, one headquarters for the Ward People's Council - People's Committee and one headquarters for the Public Administration Center, serving people coming to do procedures.
For Nhieu Loc ward, there will be a total of 5 working areas. In which, one headquarters is for the Party Committee and mass organizations, one headquarters for the People's Council - People's Committee of the ward, and three areas are arranged with Public Administration Centers to meet the needs of handling administrative procedures for people in the area.
It is expected that from June 12 to 30, Ho Chi Minh City will test the 2-level local government model in 102 new wards and communes after the arrangement.
According to Ms. Nguyen Thanh Xuan, District 3 has arranged 471 cadres and civil servants to three new wards: Ban Co, Nhieu Loc and Xuan Hoa ward.
At the same time, District 3 has surveyed and rearranged 177 houses and land addresses out of a total of 204 existing addresses to continue serving the operations of the three new wards.
District 3 has also reviewed facilities, equipment, and civil servant positions in the wards to rearrange them appropriately.
District 3 is promoting the application of information technology in handling administrative procedures, while implementing the editing and digitization of documents and data for management activities.
Ms. Nguyen Thanh Xuan said that District 3 plans to hold a summary conference on June 27 to end district-level activities.
The conference will focus on the following contents: handing over facilities, handing over party organizations and party members, developing congress documents for the 3 new wards, organizing congresses at all levels, resolving policies for cadres and civil servants and renaming neighborhoods in accordance with the new administrative unit.
