Today, June 11, Tan Binh District coordinated with the Ho Chi Minh City Digital Transformation Center to organize a trial operation of the 2-level local government model in 6 new wards in the area. Tan Son Nhat Ward is one of the new wards after the arrangement, participating in the trial operation, with the expectation of officially coming into operation from July 1, 2025, opening a new phase for modern and sustainable urban management.
The pilot operation event not only affirmed the central role of the ward in the city's urban development strategy, but also laid the foundation for the period of modernization of governance, accompanying the people to create the ward "Tan Son Nhat - Green urban area, steadily rising up".

Tan Binh District Party Secretary Le Hoang Ha said that according to the strategic orientation, "Green City" is the core goal to build Tan Son Nhat ward according to the model of a green, clean urban area with good quality of life. Urban landscape will be focused on renovating, public spaces will be expanded; developing infrastructure, urban traffic and the economy in a sustainable direction.
"Green city" is not simply about having many trees, but a comprehensive urban model, with many profound meanings in terms of environment, economy, society and long-term sustainability - where people live in harmony with the environment, develop a sustainable economy and have a high quality of life.

Ms. Tran Thi Binh (65 years old, living in Tan Son Nhat ward, Ho Chi Minh City) could not hide her excitement when hearing the news about the trial operation of the 2-level government model and the orientation to build a "Green Urban" ward.
"I have lived here for more than 40 years. It is a great joy to see that our ward is being invested in a modern direction, and is also 'green, clean, and live well'. I believe that these commitments will soon come true so that our Tan Son Nhat ward can truly 'steadily rise' as the slogan", Ms. Binh shared.

Mr. Doan Van Du, District Party Committee member, Vice Chairman of the District People's Committee, said that since last week, implementing the city's policy, the Standing Committee of the District Party Committee has directed wards to focus on preparing for the trial operation of the 2-level local government model in 6 new wards of Tan Binh District.
For Tan Son Nhat ward, since yesterday, facilities and transmission equipment for the operation have been fully prepared; civil servants expected to be assigned in the testing framework have also tried to access the software. In general, through initial approaches, basic digital platforms are easy to use.
Through today's practical pilot operation at the Tan Son Nhat Ward Public Administration Center, which is basically guaranteed, with a high sense of responsibility, the ward has been testing relatively convenient shared digital platforms to deploy the 2-level local government model, Mr. Du informed.
Urgent preparation
In District 10, three wards 12, 13 and 15 will officially merge into Hoa Hung ward. The old Ward 15 headquarters was chosen as the new public administrative center - a place to receive and handle administrative procedures for people.
Mr. Le Tan Huy - Vice Chairman of Ward 15 People's Committee, said that all preparations are being urgently completed. The ward has coordinated with the district to survey, repair and renovate the headquarters to ensure the best facilities for people. Along with that, the documents are packaged and arranged according to the list for scientific handover, convenient for future tracing.


The merger also means changes in personnel. Officials of Wards 12, 13 and 15 will be assigned to the new Hoa Hung ward. "The cadres have been supported by the district and ward, creating conditions and spirit of being ready to take on the task and serve the people" - Mr. Huy shared.
To ensure uninterrupted administrative activities, the ward has organized training for staff, from using software, network systems to operating the process of receiving documents. People are also informed that basic administrative procedures will be kept unchanged, and gradually modernized through online public services, helping to shorten processing time.
