The Prime Minister noted that it is necessary to avoid the situation where it is difficult for businesses to enter the market, but it is even more difficult to terminate operations and leave the market.

On September 10, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung chaired a working session with the Ministry of Finance and relevant ministries, branches, and agencies on 4 draft laws.

The draft laws include: the Law on Bidding (amended), the Law on Consolidated State Budget, the Law on Small and Medium Enterprise Development, and the Law amending and supplementing a number of articles of the Investment Law.

Giving opinions on some specific contents, with the draft Law on Consolidated State Budget, the Prime Minister emphasized the requirement to clearly and transparently regulate the state budget, including the central and local budgets, investment and recurrent expenditures, ensuring the leading role of the central budget and the proactiveness of the local budget.

Clearly define the responsibilities and powers of each level, promote decentralization and delegation of power associated with inspection and supervision mechanisms; transparent and transparent processes, reducing and streamlining unnecessary procedures, and applying technology.

Do not stipulate too rigidly and specifically in the law such as the proportions of expenditure from the state budget for sectors; pay attention to the principles of evaluating investment efficiency, ensuring efficiency in using public resources.

Regarding the draft Law on Small and Medium Enterprise Development, the Prime Minister highly agreed with the viewpoint of fundamentally innovating thinking from "support" to "development" thinking; emphasizing that policies must be more feasible and go into life; ensuring consistency with the Enterprise Law.

Encourage the conversion of business households to operate according to the enterprise model, develop "one-person enterprises" with specific mechanisms, especially in joining and ending business, with the simplest possible business registration procedures.

Simplify and streamline the dissolution process and bankruptcy procedures for small and medium-sized enterprises; avoid the situation where businesses "enter the market is already difficult, stop operating, leave the market is even more difficult";

The method of declaring and paying corporate income tax must be very breakthrough; concretizing a number of mechanisms and policies to support finance, credit, market expansion, participation in value chains, and participation in public investment projects.

Regarding the draft Law amending and supplementing a number of articles of the Investment Law, the Prime Minister clearly stated that the spirit of mechanisms and policies must be fair and applied synchronously to domestic and foreign enterprises; clarifying and promoting the regulatory and general coordination role of the Ministry of Finance.

Regarding the draft Law on Bidding (amended), the Prime Minister said that it is necessary to strongly and substantively reform, focusing on quality management and output and output products in bidding work.

Absolutely avoid formality, legalize processes and procedures, the final product quality and efficiency are commensurate with the value;

Clearly define the scope of application between the Bidding Law and the law governing industries and fields, including laws on prices, land, construction, health, science and technology, especially for contents with specific characteristics on contractor selection, investor selection, and contracts, ensuring clear regulations for specific cases, not overlapping, synchronous, unified, feasible, and effective in the legal system.

Continue to strengthen empowerment and enhance responsibility for investors, clarify regulations assigning authority and responsibility to investors to decide on cases of bidding and contractor appointment associated with inspection, supervision, and post-inspection mechanisms; public and transparent procedures and solving problems in practice.
