The Government has just issued Decree No. 116/2025/ND-CP dated June 5 regulating policies to overcome animal diseases, effective from July 25.
Accordingly, production facilities with animals and animal products forced to be destroyed due to animal epidemics in one of the following cases will be supported:
In cases where an epidemic has been announced: There must be animals and animal products that must be destroyed according to the provisions of law in areas with epidemics, areas threatened by epidemics, and buffer zone areas.
In case of not being eligible for disease publication: Animal and animal products at the first outbreak have a positive test results for the disease on the list of diseases to be published. Or, at the next outbreak on the same commune level, animals show signs of disease, concluded by the competent authority.
In cases where a new disease appears in Vietnam but is not eligible for declaration, there must be a document from a competent authority according to the regulations on veterinary medicine confirming the cause of the new infectious disease.
The beneficiaries include: individuals, households, cooperatives, cooperative unions, agencies and units under the armed forces (except for enterprises), with livestock, aquaculture or seafood variety production activities.
Notably, for production facilities with domestic animals, it is necessary to destroy: buffaloes, cows, horses, goats are supported with 50,000 VND/kg of air; Sheep and deer are supported with 55,000 VND/kg of air; pigs are 40,000 VND/kg of air; chickens, ducks, goos, goos, and pigs are 35,000 VND/kg of air; chickens are supported with 20,000 VND/kg of air; chickens are supported with 50,000 VND/kg of air; poultry eggs are 20,000 VND/kg.
For aquatic animal production facilities: lobster seeds are supported with 10,000 VND/child; shrimp seeds (white-leg shrimp, shrimp) from the Postlarvae 12 or higher post-parasitology stage are supported with 10 million VND for 1 million pigs; fish seeds (sea fish, pangasius, traditional fish, tilapia, cold-water fish) are supported with 10,000 VND/kg.
To receive support, livestock farmers with animals infected with epidemics; participants in disease prevention and control must comply with the prescribed procedures and order.
The Government assigns the Ministry of Agriculture and Environment to preside over and coordinate with the Ministry of Finance and relevant agencies to guide, inspect, inspect and supervise localities in organizing the implementation of Decree 116. At the same time, organize propaganda and disseminate the content of the decree to affected subjects.
The Ministry of Finance reports the results of implementation of expenditures from the state budget of localities (confirmed by the State Treasury), supplements according to authority or submits to competent authorities to supplement from the annual central budget reserve to each locality according to the support principle stipulated in the decree.
