On November 27, 2025, the Ministry of National Defense issued an urgent dispatch on proactively preventing, avoiding and responding to storm No. 15 to relevant agencies and units.
Accordingly, implementing the Prime Minister's Official Dispatch No. 231/CD-TTg dated November 26, 2025 on proactive prevention, avoidance and response to storm No. 15 in 2025, the Ministry of National Defense requires agencies and units to:
The General Staff directs agencies and units: Learning from experience in organizing and implementing the work of preventing and overcoming the consequences of storm No. 14 and floods in the past; strictly maintaining the on-duty regime, proactively monitoring and grasping the developments of storm No. 15; deploy preventive and control measures to ensure the safety of storms, warehouses, and works under construction. Prepare forces and means to be ready to respond promptly and effectively when situations arise. Ensure absolute safety of people and vehicles while performing tasks.
General Departments: Logistics - Engineering, Defense Industry, General Department II: According to the functions and tasks of strengthening direction, urging, and inspecting units under their authority to do a good job in responding to storm No. 15 and overcoming the consequences of floods and inundation in the Central provinces; ensuring the safety of warehouses, factories, and weapons and equipment; ensuring good logistics and techniques to serve natural disaster response work; proactively coordinating, issuing and promptly transporting rescue and relief supplies and equipment with localities to respond to and overcome the consequences of natural disasters.
Military regions 5 and 7: Direct the Military Commands of provinces and cities to proactively advise local Party committees and authorities to inspect and review response plans and solutions in accordance with reality; thoroughly promote "4 on-site", with the motto of proactive prevention early and from afar, coordinate with departments, branches and sectors to review and identify key areas of natural disasters, areas at risk of flash floods and landslides, dykes, embankments, reservoirs, xungatory dams, flooded areas, isolation, especially areas seriously affected by the recent heavy rain; proactively contain, prepare forces, vehicles, and food in areas at risk of being prepared for the task (the time of implementing the project is completed before the storm is over; people are not at risk of flooding, landslides, and industrial park operations; people are not at risk of being evacuated, and are not at risk of being evacuated, and are not at risk of being evacuated; people are not at risk of flooded, flooding, and are not at risk of being evacuated; people are not at risk of being evacuated, and are not at risk of being evacuated, and are not at risk of being evacuated; people are not at risk of being evacuated, and are not at risk of being evacuated. The dispatch also clearly stated the requirements for the Navy and Coast Guard: Direct agencies and units under their authority to deploy safety measures; prepare forces and means for search and rescue when situations occur at sea and on islands.
Air Defense Forces, Corps 18: Direct agencies and units under their authority to deploy safety measures; check, review plans, organize forces and means to be ready to conduct flights for search and rescue by air, when ordered by the Ministry of National Defense.
The 34th Corps, the Corps, and the Corps continue to send forces and means to the authorities and people to overcome the consequences of floods in the Central provinces; organize the sending of forces and means to participate in responding to storm No. 15 and rescue when required.
