Deputy Prime Minister Tran Hong Ha has just signed Document No. 1444/TTg-CN on the implementation of the Conclusion of the National Assembly Standing Committee on the implementation of the National Assembly Resolutions on important national projects.
The document clearly stated that, implementing Notice No. 3594/TB-VPQH dated September 30, 2025 of the National Assembly Office on the Conclusion of the National Assembly Standing Committee on the implementation of the National Assembly's Resolutions for important national projects, Deputy Prime Minister Tran Hong Ha requested relevant agencies and units to urgently implement specific contents.
Regarding the progress of projects, the Ministries of Construction, Finance, Public Security, Agriculture and Environment; People's Committees of provinces and cities (Hanoi, Bac Ninh, Hung Yen, Khanh Hoa, Dak Lak, Lam Dong, Dong Nai, Ho Chi Minh City, Tay Ninh, An Giang, Can Tho), the Deputy Prime Minister resolutely directed investors and contractors to increase machinery, equipment, human resources, and organize "3 shifts/4 teams" for construction in important national projects.
At the same time, strictly control the quality and progress of construction works; be responsible to the Government and the Prime Minister for the quality and progress of construction works as well as the synchronization and connection between investment projects to build traffic works when putting works into operation to promote design capacity, avoiding waste.
Regarding the implementation of a smart traffic management system, non-stop electronic toll collection and the construction of rest stops at expressway projects to ensure safe, synchronous and efficient operation and exploitation of projects, the Deputy Prime Minister requested the Ministry of Construction to speed up the installation of a smart traffic management system (ITS), non-stop electronic toll collection (ETC) and the construction of rest stops under the North - South Expressway projects in the East in the 2017 - 2020 period and the 2021 - 2025 period, ensuring completion and operation in 2026;
Urgently deploy investment in the intelligent traffic management system (TS), collect non-stop electronic fees (ETC) and build rest stops for expressway projects with the Ministry of Construction as the managing agency;
Coordinate, support and guide localities to deploy investment in building smart traffic management systems (TS), non-stop electronic toll collection (ETC) and rest stops at expressway projects with localities as the managing agencies.
The People's Committees of provinces and cities study technical solutions, urgently deploy investment in building a smart traffic management system (ITS), collect electronic non-stop fees (ETC) and rest stops of expressway projects with their own units as the managing agency, ensuring synchronous completion and putting into operation with other main construction items of the project.
