Submitting a project to establish a free trade zone associated with Gia Binh airport in March

The Prime Minister requested to submit a project to establish a new generation free trade area associated with the development of Gia Binh airport economic zone in March 2026.

On March 9, the Government Office said that there was Notice No. 110/TB-VPCP summarizing the conclusion of Prime Minister Pham Minh Chinh at the inspection of the progress of the Gia Binh International Airport project (Gia Binh airport) and the road connecting Gia Binh airport with Hanoi Capital.

In the notice, the Prime Minister requested the People's Committee of Bac Ninh province to urgently review and adjust relevant plans according to its authority; plans must have a long-term vision (minimum 100 years), look far, look broad, think deeply, do big, focus highly to complete in March 2026.

To ensure the goal of completing and synchronously putting Gia Binh airport and the road connecting Gia Binh airport with Hanoi Capital into operation, the Prime Minister assigned the Ministry of Public Security to preside over and coordinate with the People's Committee of Bac Ninh province, the Ministry of Construction, the Ministry of Finance, the Ministry of Agriculture and Environment, the Ministry of Justice, and the Ministry of Culture, Sports and Tourism to develop a report for the Standing Committee of the Government Party Committee to work with the Standing Committee of the National Assembly Party Committee on allowing the implementation of Resolution No. 256/2025/QH15 dated December 11, 2025 and expanding the scope of application of Resolution No. 03/2025/NQ-CP dated August 14, 2025 of the Government for the Gia Binh airport-Hanoi Capital connection road project.

In case it is necessary to supplement new mechanisms and policies compared to Resolution No. 256/2025/QH15 dated December 11, 2025 and Resolution No. 03/2025/NQ-CP of the Government, it is proposed to assign the Government to issue a pilot Resolution.

In necessary cases, Bac Ninh Provincial People's Committee shall base on the progress requirement to be completed synchronously with the Gia Binh airport project (DATP 1-1) in February 2027 to serve the APEC Conference to decide according to its authority on the implementation of the project in the form of urgent construction works, emergency works as prescribed in Article 130 of the Construction Law No. 50/2014/QH13, amended and supplemented by Law No. 62/2020/QH14.

The Prime Minister requested relevant ministries, branches, and localities (Hanoi, Bac Ninh, Hung Yen, Hai Phong, Quang Ninh) to review the progress of the implementation of works and projects connecting to Gia Binh airport (roads, railways, seaports...), develop plans and implementation roadmaps to ensure completion and synchronous operation with Gia Binh airport.

The project implementation process must ensure progress, quality, safety, environmental sanitation, and resolutely prevent corruption, negativity, and wastefulness.

Bac Ninh Provincial People's Committee shall preside over and coordinate with the Ministry of Finance, the Ministry of Public Security, and relevant agencies to urgently complete the project to establish a new generation free trade area associated with the development of Gia Binh airport economic zone, and submit it to competent authorities in March 2026.

Bac Ninh province is responsible for supplying construction materials to Hanoi, investors, investors and contractors in accordance with the law; promptly reporting to competent authorities for contents beyond its authority.

Assign the Ministry of Public Security to preside over the study and propose a plan to implement the investment project to build a highway connecting Gia Binh airport to Hai Phong, ensuring synchronous connection and maximizing the investment efficiency of the Gia Binh airport project and the project of the road connecting Gia Binh airport with Hanoi Capital.
