On December 5, Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Organization Commission Le Minh Hung - concurrently Deputy Head of the Central Steering Committee for summarizing Resolution 18-NQ/TW - signed an official dispatch on implementing the task of summarizing Resolution 18-NQ/TW so that Party committees at all levels, Party organizations, agencies and units under the Central Committee can study and propose to arrange and perfect the organizational apparatus of the political system to be streamlined and operate effectively and efficiently.
The dispatch clearly stated that, implementing the direction of General Secretary To Lam on the time to organize the Central Conference (expected in mid-February 2025) and the extraordinary National Assembly session (expected in late February 2025); to ensure the time to organize Party Congresses at all levels towards the 14th National Congress of the Party, the Steering Committee requested Party committees at all levels, Party organizations, agencies and units to urgently implement a number of contents.
In which: For Party agencies and units at the Central level:
- Central Party committees take the lead in developing a project: Review and streamline focal points at department, division, unit, and affiliated organization levels; submit to the Politburo for promulgation of new regulations on functions, tasks, powers, and organizational structure (to be completed before December 31, 2024).
Review the steering committees of agencies and units as standing bodies, propose the Politburo and Secretariat to end their operations (to be completed before December 31, 2024).
End the operation of the magazines, transfer related functions and tasks to the Communist Magazine (to be completed before December 15, 2024).
- The Central Propaganda Department presides over the development of the project: Ending the operation of the Communist Party of Vietnam Electronic Newspaper, transferring related functions and tasks to Nhan Dan Newspaper (to be completed before December 15, 2024);
Transfer the functions and tasks of the Central Council for Theory and Criticism of Literature and Arts and the Scientific Council of Central Party Agencies to the Ho Chi Minh National Academy of Politics (to be completed before December 31, 2024).
- Nhan Dan Newspaper presides over the development of the project: Ending the operation of Nhan Dan Television, transferring related functions and tasks to Vietnam Television (to be completed before December 15, 2024); Presiding over and coordinating with the Central Propaganda Department and the Central Organizing Committee to carry out the transfer and acceptance of functions and tasks of the Communist Party of Vietnam Electronic Newspaper (to be completed before December 31, 2024);
- Communist Magazine: Preside over and coordinate the transfer and reception of functions and tasks of magazines of the Central Party Committees; coordinate the implementation of the arrangement and streamlining of the organization and staff of current magazines (to be completed before December 31, 2024);
- The Central Health Care Committee shall preside over and coordinate the development of a project to end the activities of the Central Health Care Committee, transfer the task to the Central Organizing Committee, the Ministry of Health and a number of central hospitals; propose a plan to arrange and assign cadres, civil servants, public employees and workers of the current Central Health Care Committee (to be completed by December 15, 2024).
